About this file

This is a pricing schedule and rate sheet form for RFQ 26-004, issued by the Town of Parker, Colorado Community Development Building Division, soliciting on-call professional building plan review and inspection services to supplement municipal staff during periods of high permit volume, vacancies, specialized project needs, or when independent technical expertise is required. Bidders must provide hourly rates and fixed fees for a comprehensive range of services including commercial and residential building plan reviews, discipline-specific reviews and resubmittals, supplemental building inspections and reinspections, conveyance permit reviews and inspections, periodic conveyance inspections, conveyance test witnessing, special conveyance services, emergency and after-hours field services, and code consulting, meetings, and training support. Services must comply with Town-adopted codes and applicable Colorado requirements, including wildfire resiliency and electric-ready, solar-ready, and EV readiness provisions; fire reviews and inspections remain excluded as they are retained by South Metro Fire Rescue. The pricing schedule requires bidders to identify the fee unit for fixed fees, included services and allowances, applicable discipline-specific rates, device types for conveyance work, per-visit versus annual package pricing, travel charges, minimum charges, overtime and expedited fees, and proposed initial review and resubmittal timeframes.

Bidders must disclose all fee structures, note services not offered, avoid duplicate charges for bundled reviews, and clarify overlap between inspection and testing fees. Supplemental building inspections, emergency services, and expedited work require mutual written agreement, though legal deadlines remain applicable. The scope of work encompasses services for Parker's ongoing elevator and lift program with pricing for two inspections per year, private residential elevators requiring review and acceptance with no recurring Town inspections thereafter, and assigned state reporting support. The contract operates on an on-call basis with the revised scope and written authorization governing all work; quoted rates do not authorize services or increase the agreement maximum.
