About this opportunity
South Carolina Department of Transportation is requesting bids on on-call pavement marking services in Anderson County under an IFB, with proposals due August 27, 2026 at 2:30 p.m., and questions due August 12, 2026 at 12:00 p.m.
The scope encompasses thermoplastic and paint-based pavement marking installation, placement, and removal services performed on an as-needed basis within SCDOT rights-of-way throughout Anderson County. Services include long-line thermoplastic installation (roadway segments greater than one mile), short-line installation (segments less than one mile), skip lines, hand-applied markings (turn arrows, railroad crossing symbols, stop bars, crosswalks, pavement word messages), and paint and thermoplastic removal by grinding. All work must comply with SCDOT Standard Specifications for Highway Construction, SCDOT Standard Drawings, the Manual on Uniform Traffic Control Devices (MUTCD), and applicable federal, state, and local regulations. Materials must meet or exceed ASTM standards with emphasis on retroreflective properties and visibility requirements for nighttime and wet conditions.
The contract term is five years, with an estimated start date of September 21, 2026 and estimated end date of September 20, 2031. Award will be made to the lowest responsible and responsive bidder; unit prices govern over extended prices in determining the award, and pricing is fixed for the contract duration. Work is performed on an on-call basis with actual locations, quantities, and schedules issued via work order. Contractors must mobilize within fourteen calendar days of written notification unless otherwise approved.
The contractor must maintain Commercial General Liability insurance ($1 million per occurrence), Auto Liability insurance ($1 million per accident), and Worker's Compensation insurance with Employer's Liability coverage ($1 million per accident), and hold an A.M. Best rating of no less than A: VII. No pre-bid conference or site visit is required. Award notification is anticipated September 9, 2026. SCDOT reserves the right to perform any portion of the work with its own forces.
