About this opportunity

The Town of Berlin, Connecticut is requesting proposals for on-call mitigation, remediation, and abatement services under RFP, with proposals due June 25, 2026 at 2:00 p.m. and questions due June 18, 2026 at 4:30 p.m.

Eligible proposers must demonstrate three years of relevant experience in Connecticut, hold proper state licensing, maintain documented internal controls, and have a business continuity plan. Required insurance includes Workers' Compensation at statutory limits, Comprehensive General Liability of $1,000,000 per occurrence, Professional Liability of $1,000,000, Umbrella Liability of $1,000,000, and Comprehensive Automobile Liability of $1,000,000 each accident. The Town must be named as an additional insured.

The contract spans two years beginning July 2026 through June 2028, with an option to extend or renew. The scope encompasses all labor, materials, travel charges, mileage charges, and truck fees necessary to support various building projects on an as-needed basis. Proposers must submit pricing for four line items: hourly labor rates, per-mile mileage charges, per-hour travel charges, and truck fees. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.

Award criteria emphasize proposer experience with similarly sized municipalities, responsiveness to RFP requirements, reference checks, and competitiveness of proposed fees. The Town reserves the right to negotiate final pricing with the selected proposer and to conduct interviews with selected proposers. Proposals are valid for sixty days following opening. Submission is electronic through the Town's e-Procurement portal at https://procurement.opengov.com/portal/berlinct. Required submissions include three business references, a W-9 form, and a Certificate of Insurance.
