About this opportunity
The City of New London, Connecticut is soliciting proposals from firms holding Connecticut Licensed Environmental Professional (LEP) credentials to provide environmental consulting for its EPA Brownfields Revolving Loan Fund program, with proposals due December 8, 2026 at 2:00 p.m. EDT through the City's OpenGov e-Procurement Portal. The Connecticut LEP credential is an eligibility requirement, and the RFP specifies no set-asides.
The City will select two firms, a Preferred LEP Consultant and an alternate, to provide as-needed coordination, direction, and oversight on a task order basis with no guaranteed minimum work. Services include cooperative agreement oversight, community involvement, loan and subgrant cleanup process management, and site cleanup oversight, including application review, remedial action plan evaluation, compliance monitoring, and state approval coordination. Respondents must submit an hourly fee schedule covering all personnel classifications and standard reimbursable expenses, with rates valid for a minimum of three years from contract execution. Proposing firms must comply with EPA Terms and Conditions, 40 CFR Part 31 accounting requirements, Davis-Bacon prevailing wage rules, and Build America, Buy America (BABA) compliance, and must provide a debarment certification and pass suspension and debarment screening.
The project is funded by the City's $1 million EPA RLF award, of which at least $500,000 must capitalize loans for eligible cleanup projects. Services are required through September 30, 2028, under the EPA cooperative agreement period, with a maximum service duration of three years; the contract will be rebid if services remain needed afterward. The anticipated start date is January 5, 2027, following City Council approval projected for January 4, 2027.
Required insurance is professional liability of $1 million minimum and general liability of $1 million per occurrence, with the City named as additional insured. The attached Master City Contract template lists higher limits of $2 million professional liability and $10 million excess/umbrella coverage, and it applies 5% retainage released one year after completion and City acceptance.
Evaluation weights are overall experience and personnel at 20 percent, specific state and federal environmental experience at 25 percent, estimated costs and billing rates at 25 percent, and capacity, availability, and knowledge at 30 percent. Oral interviews are anticipated December 16–18, 2026.
