About this opportunity

The South Carolina Department of Transportation is requesting bids for on-call guardrail installation, repair, modification, and replacement services in Spartanburg County under IFB solicitation, with bids due July 16, 2026 at 2:30 PM and questions due June 30, 2026 at 12:00 PM.

The scope includes installation, repair, modification, and replacement of guardrail systems — including damaged and obsolete guardrail assemblies and placement at new locations — and Brakemaster System installation where specified. Contractors must comply with SCDOT Standard Specifications and Standard Drawings, including mandatory work-zone traffic control standards referenced in Attachment F. Work must commence within 14 days of written notification and be completed within 60 days of start. Contractors must notify the Department's Maintenance Engineer 24 hours in advance of commencing work and arrange utility location through Palmetto Utility Protection Service. All traffic control, detours, signage, and protection must conform to the Manual on Uniform Traffic Control Devices. Contractor liability insurance is required with minimum limits of $1 million per occurrence for commercial general liability and auto liability, and statutory limits for workers' compensation.

The contract runs from August 11, 2026 through August 10, 2031, with an initial one-year term and automatic annual renewals unless the State provides 30 days' notice of non-renewal. Award will be made to the lowest responsible and responsive bidder; unit prices are required for each line item, with the low bid calculated by summing extended prices. Pricing is fixed for the initial contract term; price increases for renewal terms require Procurement Officer approval with 90 days' advance notice and adequate justification. Offerors must be registered as a South Carolina vendor and specify their entity type. Bids must be submitted online at procurement.sc.gov. Amendment 1 revised the delivery requirement from 60 days to 30 days after receipt of a purchase order. Bid opening will be held publicly on July 16, 2026, with virtual attendance available. Award notification is scheduled for July 30, 2026.
