About this opportunity

The County of San Mateo is requesting proposals for on-call emergency and interim shelter beds with comprehensive case management services for adult human trafficking victim-survivors, with proposals due June 18, 2026 at 5:00 p.m. The County's Procurement Preference for Local Businesses and Local Non-Profits Ordinance applies, providing five percent preferential scoring points for local businesses or local non-profits, with additional three percent or five percent preferences for small or micro non-profits respectively.

Contractors must provide trauma-informed, culturally competent services to survivors of both sex and labor trafficking, including individuals of all gender identities and expressions, within their existing facilities. Services include facility operations, three meals daily seven days per week, clinical service linkages, case management, life skills training, legal service referrals, employment assistance, mental health and substance use treatment coordination, housing navigation, and transportation. The County requires a minimum of two dedicated shelter beds for San Mateo County referrals with capacity to provide additional beds on an as-needed basis. Placement durations range from short-term emergency shelter to up to one year depending on individual client needs. Contractors must maintain 24-hour crisis services and on-call staffing capacity for non-standard hours and law enforcement operations, responding to after-hours referrals within 24 hours.

Minimum qualifications include three years of similar service provision within the past seven years and an account manager with two years of relevant experience within the past five years. Proposers must be registered with the System for Award Management (SAM).

The initial contract term is one year with two optional extension periods totaling up to three additional years at the County's discretion. Implementation is expected within three weeks of contract execution. Contractors must propose two separate rate structures: a bed-hold rate and an occupied-bed rate. Evaluation weighs project approach and firm qualifications at 30 points each and price at 35 points. Questions and comments were due June 11, 2026. The contract template indicates the County's total fiscal obligation will be specified in the final agreement, with general liability, motor vehicle liability, and professional liability insurance each at $1,000,000 required.

Opportunity text

As outlined in the Scope of Work, the County of San Mateo seeks highly qualified contractors to provide on-call emergency and interim shelter beds and comprehensive case management services within their existing facilities and frameworks for victim-survivors of human trafficking (referred to in this RFP as "clients", "victims", or "victim-survivors"), including during and following sting operations and enforcement actions. Placement lengths will vary based on individual need. Some clients may require only short-term emergency shelter, while others may need an extended stay of up to one year or until they have achieved sufficient stability to transition safely to other stable housing.

This procurement covers both sex trafficking and labor trafficking victim-survivors, including adults of all gender identities and expressions. However, if an agency only provides services to a certain subset of human trafficking victim-survivors, they are still invited to apply. All applicants must be committed to inclusive, equitable, and trauma-informed services.
