About this opportunity

The Transit Authority of Lexington-Fayette Urban County Government (Lextran) in Fayette County, Kentucky, is issuing Request for Proposals (RFP 2026-01) to award a competitive contract for on-call electrician services. Lextran operates a fleet of 118 vehicles serving approximately 3.7 million annual trips across 25 fixed routes and countywide paratransit services with an annual combined operating and capital budget of $48 million. The procurement seeks a qualified contractor to provide comprehensive general interior and exterior electrical work on an as-needed basis, including trained labor, supervision, equipment, materials, tools, scaffolding, and safety gear necessary for proper execution and completion of maintenance tasks. The contractor must demonstrate experience with general electrician services, obtain necessary permits, and schedule work through the Lextran maintenance department; all estimates must be approved by authorized Lextran staff before work begins, and work must be completed to Lextran's satisfaction with workmanship guaranteed free from defects for one year. Pricing must be submitted on a detailed breakdown including hourly rates for regular hours and after-hours service, mileage charges if applicable, minimum service call fees, and miscellaneous fees, with parts provided at cost plus actual shipping charges and labor rates for research and ordering stated in advance. A non-mandatory pre-proposal meeting is scheduled for March 5, 2026, at 2:00 pm via Zoom; questions must be submitted by March 26, 2026, at 11:30 pm; proposals are due by 2:00 pm Eastern Time on Thursday, April 23, 2026, submitted electronically through Lextran's eProcurement Portal; and the contractor award date is scheduled for May 27, 2026.

The contract term is two years with three optional one-year extensions, providing up to five possible contract years, structured as an indefinite quantities contract with no guaranteed minimum workload and work assignments issued by work orders at Lextran's sole discretion. No specific Disadvantaged Business Enterprise (DBE) set-asides are mandated; however, Lextran encourages DBE participation through race-neutral means and requires quarterly DBE utilization reporting for contracts exceeding 90 days, with proposers claiming DBE status required to submit a notarized Affidavit of Compliance. The contractor must carry commercial general liability insurance of no less than $10,000,000 per occurrence and business automobile liability coverage, with certificates of insurance required prior to commencing work; a completed Financial Capacity Form verified by an authorized financial institution representative must be submitted to demonstrate financial viability and account standing. The procurement is federally funded through the Federal Transit Administration (FTA), requiring compliance with extensive federal clauses including Buy America provisions, civil rights requirements, drug and alcohol testing (49 CFR 655), debarment certifications, and restrictions on lobbying, with all required certifications and affidavits including Non-Collusion Affidavit, Certificate of Procurement Integrity, Debarment Certification, and Lobbying Restrictions Certification mandated as part of the proposal submission. Lextran is a tax-exempt entity and will provide a Certificate of Exemption to the awarded contractor; the RFP does not specify an overall contract value or budget range, as this is an on-call services contract with costs to be determined based on actual work orders issued throughout the contract term.
