About this file

This is a Certification of Restrictions on Lobbying form required for federal contract awards and related state and local procurement opportunities, including projects managed by Dorchester County, South Carolina; the Town of Berlin, Connecticut; the City of Edinburg; the City of Doral, Florida; and the Transit Authority of Lexington-Fayette Urban County Government (Lextran) in Kentucky. The form certifies that no federal appropriated funds will be used to influence officers or employees of any agency, members of Congress, or congressional staff in connection with federal contracts, grants, loans, or cooperative agreements. The certification must be executed by an authorized representative of the bidding company and includes company identification information, contact details, and signature blocks with date fields. The document serves as a prerequisite for entering into federal transactions and requires submission by the deadline specified in each solicitation.

Failure to submit the required certification subjects the bidder to civil penalties ranging from $10,000 to $100,000 for each failure. The certification is a material representation of fact that obligates all sub-recipients and sub-awardees at every tier to comply with the same restrictions and complete Standard Form-LLL, "Disclosure Form to Report Lobbying," if non-federal funds are used for lobbying activities. This requirement is mandated by Section 1352, Title 31, U.S. Code, and must be included in all award documents and sub-awards, including subcontracts, sub-grants, and contracts under grants, loans, and cooperative agreements. The form provides blank fields for execution and does not specify particular funding amounts, set-asides, or award dates, as its purpose is to establish compliance parameters applicable across multiple procurement vehicles and jurisdictions.
