Contractors must make good faith efforts to employ minority business enterprises as subcontractors and suppliers, with at least 51% ownership by actively managing persons from minority groups. The project is subject to multiple regulatory frameworks, including federal requirements such as FHWA and CDBG regulations, which impose additional compliance standards for prevailing wages, workplace safety, and labor standards. While specific budget ranges are not explicitly stated, the project includes a fixed estimate of $2,500 for uniformed police officers, and contractors must be prepared to provide comprehensive documentation of their workforce, pricing, and compliance with various municipal and federal contracting requirements.
