About this opportunity
West Basin Municipal Water District, a public water agency serving 17 cities and approximately one million people in coastal Los Angeles County, California, is soliciting proposals through a Request for Proposals (RFP) for On-Call Construction Management Services from qualified construction management consulting firms. The District anticipates awarding contracts to up to five firms to provide professional consulting services on an as-needed basis for Capital Improvement, Rehabilitation and Replacement, Operations Support, and Customer Development Projects. The comprehensive scope of services includes project management, safety management, contract administration, document control, change management, inspection services, quality assurance and quality control, schedule management, materials testing, labor compliance monitoring, constructability reviews, and cost estimating across three service phases: pre-construction services (including kickoff meetings, constructability reviews, contractor prequalification, and quality assurance planning), construction phase services (including weekly progress meetings, document control, submittal coordination, inspection, materials testing, surveying, and certified payroll review), and project close-out services (including punch list development, final record drawing certification, and close-out reporting). Evaluation criteria include personnel qualifications, firm capabilities and project experience, technical approach and methodology, fee proposals, and proposal completeness and quality. The proposal submission deadline is April 14, 2026, at 2:00 p.m., with a non-mandatory pre-proposal conference scheduled for March 23, 2026, at 10:00 a.m., a deadline for questions and clarifications on April 9, 2026, at 2:00 p.m., and short-listed candidate interviews and presentations on April 29-30, 2026, with award notification expected the week of May 25, 2026.
The contract offers incentive points for Small Business Enterprise (SBE) and Local Business Enterprise (LBE) participation, providing 3 additional evaluation points for SBE or LBE prime consultants (6 points if both certifications are held) and 1 point for SBE or LBE sub-consultants when at least 30 percent of total compensation is allocated to them. Building inspectors, materials testers, and surveyors are protected prevailing wage classifications under California Department of Industrial Relations regulations, and all contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements. The contract term is three years, ending in June 2029, with task orders issued as needed throughout the contract period. Respondents must submit rate schedules for calendar years 2026 through 2029, with annual increases limited to a maximum of 3 percent per year, including hourly labor rates by team member with markups for other direct costs and sub-consultants not exceeding 10 percent. The estimated total value of construction management services under the on-call agreements is approximately $3,000,000. Successful respondents must procure comprehensive insurance coverage including Commercial General Liability ($2,000,000), Business Automobile Liability ($2,000,000), Workers' Compensation ($1,000,000), and Professional Liability ($2,000,000), with the District named as an additional insured on all policies. Proposals must be submitted electronically through the OpenGov e-procurement system and remain valid for a minimum of 12 months from the closing date.
