The projects are categorized by facility location and include work at the Chevron Nitrification Treatment Plant, Edward C. Little Water Recycling Facility, Hyperion Secondary Effluent Pumping Station, Juanita Millender-McDonald Carson Regional Water Recycling Plant, Torrance Regional Water Recycling Plant, and multi-plant pipeline projects. Specific projects range from equipment replacements and system improvements to infrastructure rehabilitation, including DCS replacements, filter replacements, pump station refurbishments, chemical storage improvements, SCADA upgrades, and pipeline work. The RFP solicits proposals from qualified construction management consulting firms with a non-mandatory pre-proposal conference on March 23, 2026, a questions deadline of April 9, 2026, and proposal submission deadline of April 14, 2026, at 2:00 p.m. Short-listed candidates will participate in interviews and presentations on April 29-30, 2026, with award notification expected the week of May 25, 2026. The contract term is three years, ending in June 2029, with task orders issued as needed throughout the contract period.
West Basin anticipates awarding contracts to up to five firms to provide on-call construction management services, with comprehensive scope including project management, safety management, contract administration, inspection services, quality assurance and quality control, materials testing, labor compliance monitoring, and cost estimating across pre-construction, construction, and close-out phases. The estimated total value of construction management services under the on-call agreements is approximately $3,000,000. Respondents must submit rate schedules for calendar years 2026 through 2029 with annual increases limited to a maximum of 3 percent per year, including hourly labor rates by team member with markups for other direct costs and sub-consultants not exceeding 10 percent. The RFP offers incentive evaluation points for Small Business Enterprise and Local Business Enterprise participation, providing up to 6 additional points for prime consultants holding both certifications and 1 point for sub-consultants when at least 30 percent of total compensation is allocated to them. Building inspectors, materials testers, and surveyors are protected prevailing wage classifications under California Department of Industrial Relations regulations, and all contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage requirements. Successful respondents must procure comprehensive insurance coverage including Commercial General Liability, Business Automobile Liability, Workers' Compensation, and Professional Liability with the District named as an additional insured on all policies.
