About this opportunity
The City of Norcross is seeking a single qualified contractor to provide on-call cured-in-place pipe (CIPP) relining services on an on-call basis through Request for Qualifications (RFQ) PW 26-05. The procurement is administered by the City of Norcross Department of Public Works, located within Gwinnett County, Georgia. The contractor will be responsible for pipeline rehabilitation services including pipe cleaning, closed-circuit television (CCTV) inspection, mobilization, and CIPP relining work within Norcross city boundaries, with spray lining permitted for pipes 36 inches in diameter or larger. All work must comply with current Georgia Department of Transportation (GDOT) standards and ASTM F1216 or ASTM F1743 specifications, with UV-cured liners reinforced with fiberglass acceptable as an alternative. The evaluation criteria allocates 35 points for experience and qualifications, 20 points for references, and 45 points for the cost proposal, with scoring based on average costs for specific categories rather than total quantities. Interested contractors must submit two printed copies and one electronic copy of their statement of qualifications by January 14, 2026, at 11:00 a.m. to the City of Norcross Public Works Department at 345 Lively Avenue, Norcross, GA 30071, Attn: Charlene Marsh. A pre-bid meeting is scheduled for January 7, 2026, at 11:00 a.m. at the same address, and written questions must be submitted by December 31, 2025, at 5:00 p.m. to procurement@norcrossga.net. The contract term is one year with renewal options up to three years total, with contract award anticipated around March 2026 and work commencing within ten calendar days of Notice to Proceed.
There are no Disadvantaged Business Enterprise (DBE) or good faith effort requirements associated with this procurement. All contractors must comply with federal E-Verify requirements for all employees and subcontractors engaged in physical labor and services valued at $2,499.99 or greater, maintaining registration and authorization throughout the contract period. Contractors are also required to execute the Georgia Security and Immigration Compliance Act (SAVE) affidavit, verifying lawful presence in the United States through appropriate documentation. A bid bond of at least $30,000 (representing 5 percent of the estimated $600,000 project budget) is required upon submission, and upon contract award, 100% performance and payment bonds from a surety rated B+ or higher by AM Best are required. Contractors must maintain workers' compensation insurance, employer's liability insurance with a minimum of $250,000, comprehensive general liability insurance of at least $1,000,000 aggregate, and automobile liability insurance of at least $1,000,000 per occurrence. The City's annual budget for this contract ranges from $1,000,000 to $1,500,000, funded through the Storm Water fund, with work issued through work orders in groups of 10 lines and compensation provided on a per-project basis for mobilization and minor traffic control. No incumbent contractors are identified, and no existing infrastructure integration requirements are specified, though the City will provide in-house inspection and is responsible for acquiring right of entry to private property and obtaining CCTV of pipes without CIPP installation.
