About this file

This is Addendum 2 to a Request for Quotation (RFQ) issued by the City of Norcross, Georgia for On-Call Closed-Pipe-In-Pipe (CIPP) Relining services (RFQ PW 26-05). The addendum provides clarifications and answers to 50 questions submitted by prospective bidders regarding project specifications, payment terms, and contract administration. The City will award the contract to a single contractor and may renew the agreement by mutual consent via contract amendment for up to three years. Work will be issued through work orders provided in groups of 10 lines, with mobilization and minor traffic control compensated on a per-project basis. The contract permits contractors to stack work orders and invoice multiple mobilizations as needed. The RFQ due date was extended to January 14, 2026, per Addendum 1. Each task order will receive a separate Notice to Proceed with its own timeline and liquidated damages calculation.

The City's annual budget for this contract ranges from $1,000,000 to $1,500,000, funded through the Storm Water fund. Bidders must price all line items in the bid schedule to be considered responsive, with cost proposal scores calculated based on average costs for specific categories rather than total quantities. UV-cured liners reinforced with fiberglass are acceptable, and contractors must follow ASTM, GDOT, and related industry standards. The $30,000 bid bond represents 5% of a $600,000 project estimate. Work will primarily occur on residential streets, with the City providing in-house inspection. The City has no Disadvantaged Business Enterprise (DBE) or good faith effort requirements. Non-contract items and costs not explicitly listed in the bid schedule—including asphalt removal, saw cuts, landscape restoration, stream bypasses, and major traffic control—will be compensated based on quotes provided by the selected contractor. Price escalations will be negotiated annually at contract renewal rather than applied automatically. The City is responsible for acquiring right of entry to private property and for obtaining CCTV of pipes without CIPP installation. The contractor is responsible for obtaining required permits, such as Local Impact Analysis (LIA) permits, with City staff support.

Addendum 2 – Q&A

On-Call CIPP Relining

RFQ PW 26-05

The following changes and clarifications to the RFP are provided based on questions received and must be added/considered when completing your proposal:

CLARIFICATIONS

1. Q: Will the city accept UV cured liners that are reinforced with Fiber Glass?

A: Yes.

2. Q: Can the Owner please confirm if there are any DBE Requirements or good faith efforts to complete for this project?

A: The city does not have any DBE or good faith effort requirements for this project.

3. Q: Could you please confirm whether a pre-bid meeting is scheduled?

A: See addendum #1.

4. Q: Can you please advise on the bid bond amount required on this project?

A: The $30,000 bid bond amount is 5% of a $600,000 project.

5. Q: Will the Owner provide past bid tabulations for previous projects of this type?

A: No.

6. Q: CIPP Specifications Part 3: “Payment” refers to undefined charges such as Mobilization/Demobilization, Lateral Reinstatement, Bypass Pumping, and Traffic Control that are not included in the bid schedule. Will the owner confirm that contractors will be permitted to invoice for these separate line items prior to performing each work order.

A: The selected contractor will submit pricing per work order.

7. Q: As the Owner is aware, understanding payment terms for mobilization items is extremely important when assembling unit prices for work order contracts. The current bid schedule includes a line item for Mobilization & Minor Traffic Control paid as $/EA, ‘Per 10 Line Project’. How should Bidders interpret ’10 Line Project’? Is a ‘Line’ a site/location? Or pipe segment? As an example, if the Owner issues 8 locations and 6 include single segments, and the other 2 include 3 segments each. Will the Owner count this as 8? As 12 (6+3+3)? Will the Owner please confirm that if more than 10 Lines are issued, the Contractor will be allowed to invoice more than one mobilization? How many mobilizations does the Owner expect in a given year?

http://www.norcrossga.net/

A: Work orders for the contract will be provided in groups of 10 lines. The contractor will be able to invoice more than one mobilization.

8. Q: Will the Owner please provide the anticipated annual spending for this contract

(budget of $500k annually, etc.)?

A: Annual spending for the contract depends on available revenues from the city’s Storm Water fund. The budget for one year is between $1,000,000 to $1,500,000.

9. Q: Will the Owner/Engineer please provide an idea of work order frequency on an annual basis (once per month, once per quarter, twice per year, etc.)?

A: Work order frequency will depend on contractor’s timeframe for completion of prior projects.

10. Q: Will the Owner please confirm the mobilization requirements once a work order has been issued? Will the Contractor be allowed to ‘stack’ work orders to build enough work so that mobilization costs can be reasonably covered?

11. Q: Is the 2nd (and subsequent) year of this contract a renewal as agreed upon by the

Owner and Contractor?

A: Yes, the contract may be renewed by mutual agreement via contract amendment for up to 3 years.

12. Q: Will the Contractor be allowed to increase pricing from year 1 to subsequent years?

A: Contract increases may vary based on the work required and market trends. Price escalations will be negotiated each year at contract renewal.

13. Q: Does the Owner intend to award this contractor to a single or multiple Contractors?

A: Single.

14. Q: With no quantities listed in the bid schedule, how will the Owner determine a Bidder’s Score for ‘Cost Proposal’ which has a max score of 45?

A: Cost proposal scores will be calculated based on average costs for specific categories of line items.

15. Q: The current bid schedule does not include liner thickness for Geopolymer items. Will the Owner update the bid schedule as follows to confirm all Bidders are pricing items ‘apples to apples’?

36”-48”Dia., 1.00” Minimum 54-66” Dia., 1.50” Minimum

16. Q: The current bid schedule includes a line item for minor traffic control but not major. How will the Contractor be compensated for major traffic control costs (to include detours, arrow boards, flaggers, major signage, etc.)?

A: Work will be primarily done on residential streets. If such needs arise, the city will compensate the contractor based on provided quote.

17. Q: The current bid documents do not include a technical specification for geopolymer line items. Will the Owner incorporate the attached NASSCO?

A: No. The contractor should follow ASTM, GDOT, and all related industrial codes and standards.

18. Q: Will the Owner please confirm that Bidders must price all line items to be considered for award?

A: Yes, pricing for all requested line items is required to be considered a responsive submission.

19. Q: Is it the intent of the Owner to award to multiple contractors? If so, will the lowest qualified quoter win each advertised work order, or will the Owner issue work orders to awarded firms at its own discretion?

A: See answer to question #13.

20. Q: Is GAB compact required in the road? If so, how will this be compensated?

21. Q: Will Owner add items for additional depth by pipe size? A 66” pipe is much different from a 15” pipe.

22. Q: How will a new catch basin be compensated? VF of new MH box + new poured throat + new poured top? Ring and cover are the issue.

A: Compensation will be based on price per vertical foot for pouring.

32. Q: Clear grub item includes up to what diameter size tree removal?

A: See question #28.

33. Q: Mobilization per 10-line project, what does this mean? If project has 1 or 5 lines, how will they be compensated?

A: See question #7. The city does not anticipate the issuance of work orders with less than 10 lines.

34. Q: How will stream bypasses, if necessary, be compensated? Will Owner add bypass and stream diversion bid item(s)?

35. Q: If external point repairs are required prior to CIPP, will contractor give change order price or will Owner use others?
