About this opportunity
The Ontario International Airport Authority (OIAA) has issued a Request for Proposal (RFP) #2024-RFP-063 seeking on-call Architecture and Engineering (A&E) services for federal and non-federal funded projects at Ontario International Airport (ONT). The procurement aims to identify and retain multiple qualified consulting firms/teams to provide comprehensive A&E services for projects included in the Capital Improvement Program and other specialized airport initiatives. Proposing firms must demonstrate at least 10 years of experience in on-call A&E services, with extensive knowledge of airport environments, FAA regulations, and expertise in planning, design, engineering, and construction processes. The scope of services encompasses a wide range of architectural and engineering tasks, including terminal upgrades, ground transportation, parking infrastructure, airfield improvements, and support facilities across both airside and landside areas. The OIAA will evaluate proposals based on specific criteria, with a maximum of 100 points distributed across team qualifications, staff experience, project history, and work plan methodology. The proposal is due by April 25, 2025, with a potential board meeting for award recommendation scheduled for July 24, 2025. The anticipated contract term is an initial three-year period with two optional one-year renewals at OIAA's discretion.
The RFP establishes a Disadvantaged Business Enterprise (DBE) goal of 8.05%, requiring proposers to submit detailed information about DBE participation. The airport, a medium-hub facility serving nearly 7 million annual passengers and functioning as a major air-cargo facility in Southern California's Inland Empire region, seeks firms that can demonstrate strong stakeholder engagement and comprehensive airport infrastructure development capabilities. Proposing firms must submit a comprehensive proposal not exceeding 30 pages, highlighting qualifications, key staff, previous airport projects, and approach to supporting OIAA's infrastructure needs. While specific award values are not explicitly stated, the task-based Professional Services Master Contract structure suggests flexibility in project scope and potential compensation. The solicitation is open to consulting firms and teams with proven expertise in airport architectural and engineering services, with an emphasis on creating a versatile, qualified pool of professionals capable of addressing the airport's diverse infrastructure requirements. The selected firms will be positioned to support ongoing development and maintenance of Ontario International Airport's facilities through a competitive, qualifications-based selection process.
