About this opportunity
Sacramento County Department of Airports is requesting proposals for on-call architectural and engineering services across multiple disciplines, with proposals due August 18, 2026 at 12:00 p.m. Pacific Time. The RFP establishes master agreements to provide feasibility studies, facility assessments, programming, tenant improvements, paving, renovations, new construction, deferred maintenance, and infrastructure improvements on an as-needed basis at four county-owned and operated airports, including Sacramento International Airport.
Consultants may propose for one or multiple discipline areas — architectural, civil, structural, mechanical/plumbing, electrical, and cost-estimating — with separate responses required for each discipline. Proposals must not exceed forty pages per discipline area and must address company qualifications, relevant experience, knowledge of applicable codes and regulations, project experience from the past five years, capacity and responsiveness, and completed projects demonstrating past performance. All respondents must meet minimum qualifications including five or more full-time employees (verified independent contractor status), compliance with child support enforcement, and provision of a SAM.gov Unique Entity ID. Contracts of $1,000,000 or more require Iran Contracting Act certification.
The contract term is three years with two optional one-year extension periods. Services are authorized through written task orders with no guaranteed minimum level of services. Proposers must submit hourly rate structures for each discipline area, including overhead multipliers and additional fees, subject to negotiation. Financial documentation requirements include balance sheets and income statements for the last two fiscal years under generally accepted accounting principles, interim financial statements reflecting significant events, and ownership information.
Evaluation uses a 100-point scoring system: consultant experience and qualifications (30 points), project team and key personnel (25 points), relevant project experience (20 points), capacity and responsiveness (15 points), and past performance (10 points). Completeness, minimum qualifications, and references are pass/fail. A non-mandatory pre-bid meeting was held June 3, 2026 (virtual). Questions were due June 9, 2026. Contact William Wallace at wallacew@saccounty.gov or (916) 874-0426. Proposals are submitted sealed through OpenGov platform.
