About this file
This is a Request for Proposals (RFP) issued by the County of Sacramento Department of Airports (SCDA) to establish multiple on-call master agreements for architectural, engineering, and cost estimating services. The Department seeks consultants capable of providing services in architectural, civil, structural, mechanical/plumbing, electrical, and costing/estimating disciplines on an as-needed basis for projects including feasibility studies, facility assessments, programming, tenant improvements, paving, renovations, new construction, deferred maintenance, and infrastructure improvements across four county-owned and operated airports, including Sacramento International Airport (SMF). The RFP was released on May 21, 2026, with a non-mandatory pre-bid meeting scheduled for June 3, 2026 at 9:00 a.m. (virtual). Questions must be submitted by June 9, 2026 at 12:00 p.m., and proposals are due by August 18, 2026 at 12:00 p.m. Pacific Time. Selected consultants will enter into master agreements with the County for a defined term with not-to-exceed maximum compensation amounts, and services will be authorized through written task orders on an as-needed basis. The award of an agreement does not guarantee a minimum level of services. Contact for inquiries is William Wallace, Administrative Services Officer II, at wallacew@saccounty.gov or (916) 874-0426.
Proposals must include a separate cost proposal from the main proposal submission. Respondents must complete multiple compliance certifications, including verification of independent contractor status (five or more full-time employees required), compliance with child support enforcement, Iran Contracting Act certification for contracts of $1,000,000 or more, and provision of a SAM.gov Unique Entity ID (UEI). Respondents must identify any contract exceptions through a redlined Sample Agreement for On-Call Architectural Consulting Services and may designate confidential proposal sections under the California Public Records Act. Contact information for both the signatory and contract manager, as well as a PaymentWorks finance point-of-contact, must be provided. The sealed bid process will be conducted through the OpenGov platform, with contact during the selection process limited to authorized County personnel through that system.

Contractor/Consultant hereby certifies that either:
the Contractor/Consultant is a government or non-profit entity (exempt); or the Contractor/Consultant has no Principal Owners (25% of more) (exempt); or each Principal Owner (25% or more) does not have any existing child support orders; or the Contractor/Consultant's Principal Owners are currently in substantial compliance with any court-ordered child, family, and spousal support order, including orders to provide current residence address, employment information, and whether dependent health insurance coverage is available. If not in compliance, Principal Owner has become current or has arranged a payment schedule with the Department of Child Support Services or the court.
