About this opportunity
Warren County Community College (WCCC) is requesting proposals for on-call architectural and engineering services to establish an approved vendor list, with proposals due October 30, 2026 at 2:00 p.m. Eastern Time. The College anticipates awarding non-exclusive contracts with no guaranteed work volume to selected vendors.
The scope encompasses capital renewal and replacement projects — roof repairs, HVAC replacements, exterior repairs, and minor space renovations — rather than new construction. Work will be performed at WCCC's main campus (72,000 GSF at 475 Route 57 West, Washington, New Jersey) and secondary location (52,000 GSF at 445 Marshall Street, Phillipsburg, New Jersey). The College will engage selected professionals on a project-by-project basis via purchase order, using hourly rates and incidental costs quoted in the proposal.
Evaluation criteria emphasize experience in higher educational facilities, familiarity with New Jersey and local code requirements, and experience with renewal and replacement projects; hourly rates are a factor but not the sole determinant. Proposers must submit detailed fee schedules with hourly rates for professional and clerical staff and reimbursable expenses. Required insurance includes liability coverage with a minimum of $2 million with the College named as additional insured, worker's compensation, and auto coverage. Vendors must provide proof of New Jersey Business Registration Certificate prior to engagement, complete seven mandatory forms (non-collusion affidavit, stockholder disclosure, affirmative action compliance, Iran investment disclosure, proposal cover sheet, fee schedule, and services qualification checklist), and demonstrate compliance with state affirmative action requirements.
The contract term runs from November 18, 2026 through November 15, 2028. Questions were due October 14, 2026 at 2:00 p.m. Eastern Time. Anticipated contract awards will be made at the November 18, 2026 Board of Trustees Reorganization meeting. Contact: Timothy Shay, Dean of Campus Operations, tshay@warren.edu.

PROFESSIONAL SERVICES REQUIRED From time to time, Warren County Community College (the College) is seeking engineering and design professionals to aid with on-call Architectural and Engineering Services. These issues require the services of an Architect, a Professional Engineer, a special consultant, or a combination of multiple disciplined professionals. This Request for Proposals (RFP) is to create an approved list professionals with which the College can engage services for these projects. For ease of reference hereafter, persons responding to this RFP are termed Proposer. Ad hoc engineering and construction Work will be assigned to approved proposers. For the term of the contract, the College does not anticipate any new construction projects. Rather, the focus will be on capital renewal and replacement projects. These may include roof repairs, HVAC replacements, exterior repairs or minor space renovation. By accepting the qualifications of any Vendor, the College does not warrant or represent that any work will be issued to that Vendor. All awards will be made on a non-exclusive basis. Professional Services generally describes the types of assignments that the College anticipates it will give to selected Vendors; however, the College, at its discretion, may issue assignments to selected Vendors that are larger or smaller than, or different from, those listed in the category of Professional Services. The College will engage the Professional upon receipt of a detailed quote specific to whatever project or need is discussed. The quote, upon college signature and acceptance will be formalized into a contract through a purchase order for each project/activity. The hourly rates quoted in this RFP, along with incidental costs, if any, shall be the rates used.
