About this opportunity
The City of Waco, Texas is requesting bids for the Old McGregor Ground Storage Tank Improvements project under RFB 2026-045, with bids due October 29, 2026 at 2:00 p.m. Central Time and a mandatory pre-bid meeting on August 27, 2026 via Zoom. Prequalification is mandatory; only contractors who successfully prequalify by September 9, 2026 may submit bids.
Prequalification requires demonstrated experience with AWWA D110 Type III concrete ground storage tanks: at least three projects completed within the past ten years, each with minimum capacity of 2 million gallons and construction value of at least $5 million, with at least one project completed in Texas. Key personnel (Principal-in-Charge, Project Manager, Project Superintendent, Safety Officer) must be identified with resumes. Major subcontractors for civil and yard piping, electrical, and instrumentation and controls must also prequalify; civil and yard piping subcontractors must demonstrate three projects involving AWWA C303, C151, or C900 waterline installation of 24 inches or greater with minimum construction value of $3 million each. Applicants must provide bonding-capacity documentation from a Treasury-listed surety, organizational structure, safety programs, OSHA citation history, and lost-time accident reports. Insurance requirements are specified in Appendix C.
The scope encompasses construction of a new 5.0 million-gallon ground storage tank, installation of water distribution piping from 12 to 48 inches in diameter, removal of existing water lines, site improvements including pavement replacement and erosion control, and electrical, instrumentation, and controls installation. The bid form contains 96 line items across General Conditions, Demolition and Removal, Site Improvements, Ground Storage Tank, Yard Piping, Existing Tank Rehabilitation, and Electrical/Instrumentation/Controls, plus three additive or deductive alternates. Mobilization and permits are capped at 10% of the total base bid; bonds and insurance at 2.5% excluding mobilization. A $100,000 owner's allowance is available for City authorization only.
Substantial completion is required within 450 calendar days; final completion within 510 calendar days (add 30 days if Bid Alternates #1 or #2 are awarded). Proposal security is a bid bond or certified check equal to 5% of the total bid amount. Liquidated damages are $3,000 per day for delay prior to substantial completion and $1,000 per day thereafter. The City will award to the lowest responsible bidder. City Council approval is required for contracts exceeding $100,000. Questions are due October 14, 2026. A mandatory site visit is offered August 28, 2026, mandatory only for contractors who did not attend the October 15, 2025 site visit. Expected award decision is December 4, 2026.
