About this opportunity

The Delaware Department of Transportation is soliciting bids for Old Brandywine Village Streetscape Improvements Phase II (Contract T202120003) in New Castle County, with bids due October 13, 2026 at 2:00 p.m. and a Notice to Proceed anticipated on or about December 14, 2026. This is a federally aided highway construction project subject to Buy America requirements under the Build America, Buy America Act.

The scope spans four roadways in the Brandywine Village area of Wilmington — Concord Avenue, N Market Street, Vandever Avenue, and Hutton Street — and includes curb-line modifications, curb-ramp reconstruction, piano-key crosswalk striping, lighting, landscaping, pavement reconstruction, new curbing and sidewalks, drainage improvements, utility relocations, and traffic signal modifications. Sidewalk widths vary from 4 to 8 inches across typical sections; travel lanes are 9 to 14 feet wide with buffer zones of 2 to 6 feet. Materials include Superpave asphalt (Types B and C) and Portland cement concrete curbing and sidewalks. Coordination with multiple utilities — Verizon, water, sewer, gas, and electric — is required. Environmental compliance includes NPDES General Permit adherence and stormwater management. Contractors must maintain a minimum 10-foot travel lane width during construction, implement phased traffic control, and complete permanent stabilization within seven calendar days of final grade. Test holes at five locations are required to verify Verizon duct-bank conflicts before excavation.

All work must be completed within 191 calendar days. The DBE goal is 0%, as all Delaware DBEs were decertified as of September 30, 2025 and the Department is undertaking recertification. Prevailing wages apply; flaggers must be bid at minimum equal to Laborer rate and up to three times the Laborer rate. Road User Costs will be assessed for lane-closure delays ($140–$3,360 per day on Market Street; $60–$1,440 per day on Concord Avenue and Vandever Avenue). Each proposal must include a surety bond or security deposit of at least 10% of the bid amount. Bidders must register with DelDOT through SimpliGov and may submit bids via bidx.com/de/ or as paper bids at the DelDOT Administration Building in Dover. Bids will be publicly opened with call-in access at (302) 504-8986, Meeting number 651 529 280#. Contractors and subcontractors must register with the Delaware Department of Labor and implement a mandatory drug testing program. A diesel fuel cost price-adjustment option (Special Provision 763626) requires bidders to elect participation or decline at bid opening; failure to submit the election form results in automatic opt-out.
