About this file

This is a Questions and Answers document issued by the Delaware Department of Transportation regarding the Old Brandywine Village Streetscape Improvements Phase II project (Contract T202120003) posted on October 2, 2026. The project encompasses streetscape improvements across four roadways in the Brandywine Village area of Wilmington: Concord Avenue, N Market Street, Vandever Avenue, and Hutton Street. Work includes curb-line modifications, curb-ramp reconstruction, piano-key crosswalk striping, lighting, landscaping, pavement reconstruction, new curbing and sidewalks, drainage improvements, utility relocations, and traffic signal modifications. Bids are due October 13, 2026 at 2:00 p.m., with a Notice to Proceed anticipated on or about December 14, 2026. No site visit is scheduled prior to bid opening; however, the project is located within public right of way and is accessible to potential bidders for inspection. All work must be completed within 191 calendar days.

The Questions and Answers document addresses three inquiries from prospective bidders regarding subcontracting opportunities, site visits, and the contractor's ability to determine whether specific work types match their company's capabilities. DelDOT clarified that subcontracting opportunities are at the contractor's discretion, that no formal site visit is scheduled, and that potential bidders must refer to the bid documents to identify applicable work scopes. This is a federally aided highway construction project subject to Buy America requirements, with prevailing wages applying and a current DBE goal of 0% due to decertification of all Delaware DBEs as of September 30, 2025. Each proposal requires a surety bond or security deposit of at least 10% of the bid amount. Road User Costs will be assessed for lane-closure delays, ranging from $60 to $3,360 per day depending on the roadway. A diesel fuel cost price-adjustment option is available, requiring bidders to affirmatively elect participation or automatically opt out at bid opening.
