About this opportunity
The City of Long Beach is soliciting qualifications for an Oil Liability Assessment Study (RFQ ER-23-343) examining regulatory, legal, financial, and policy options to end oil and gas operations within the city, with proposals due February 21, 2024. The City has already issued a Notice of Intent to Award to Catalyst Environmental Solutions Corporation of Santa Monica, California, pending execution of a signed purchase order as of April 9, 2024.
Proposers must demonstrate mandatory experience delivering at least one project of similar scope with abandonment and/or facility decommissioning experience. The scope encompasses a preliminary assessment identifying key elements, impacts, and scope requirements for a subsequent Phase 2 RFP addressing decommissioning and abandonment of City-operated facilities in the Wilmington Oil Field (where the City serves as trustee and unit operator) and operations by approximately 17 other oil and gas operators within city limits. Deliverables include identifying regulatory, legal, financial, and policy options; determining financial implications to all stakeholders including asset retirement obligations and revenue loss; reviewing comparable city efforts; providing cost estimates and timelines for Phase 2; recommending qualified consultants; and independently verifying current abandonment liability estimates. The assessment addresses the City's $154 million abandonment reserve obligation for the Wilmington Oil Field, with the City intending full funding by approximately 2035.
The contract period is one year with options to renew for two additional one-year periods, not to exceed three years total. The City Council approved $200,000 in FY23 budget for the assessment study. Payment is issued within 30 calendar days of invoicing based on services rendered. Insurance requirements include a $20 million umbrella policy, though respondents performing only the study without implementing abandonment work may declare scope limitations.
Evaluation criteria are qualifications (25 points), work methodology (25 points), staffing (20 points), references (20 points), and cost reasonableness (10 points). An optional pre-proposal meeting was scheduled for January 10, 2024. Questions were due January 24, 2024. The Equal Benefits Ordinance applies to contracts valued at $100,000 or more.
