Oil Liability Assessment Study Contract Award

This Notice of Intent to Award, issued by the City of Long Beach Department of Financial Management on April 9, 2024, documents the completion of a Request for Qualifications (RFQ ER-23-343) for an Oil Liability Assessment Study. The RFQ was released on December 27, 2023, to study the various regulatory, legal, financial, and policy options associated with undertaking actions to end existing oil and gas operations within the City. Three proposals were received by the February 21, 2024 due date. A Selection Committee composed of representatives from the Energy Resources Department, Utilities Department, City Manager's Office (Climate Action & Sustainability), and City Manager's Office (Government Affairs) evaluated proposals based on qualifications, work methodology, staffing, references, and reasonableness of cost. The award is intended for Catalyst Environmental Solutions Corporation of Santa Monica, California, pending execution of a signed purchase order.

The City selected Catalyst Environmental Solutions Corporation based on its excellent qualifications to perform the specific scope of work and its recent assessment of the Inglewood Field for Sentinel Peak Resources, which the City identified as similar to the requested study. While all three proposing firms provided excellent proposals, no specific contract pricing, funding source, or contract term information is disclosed in the award notice. The notice emphasizes that the award does not constitute a final contract and work shall not commence without a signed purchase order from the City.
