About this opportunity

The Michigan Department of Labor and Economic Development is requesting proposals for mobility strategy and policy advisory support to the Office of Future Mobility and Electrification (OFME) under RFP 260000001175, with proposals due August 13, 2026 at 3:00 PM Eastern. Service-Disabled Veteran-Owned Businesses may qualify for preference consideration under Michigan law.

The scope covers strategy and policy advice on Michigan's mobility ecosystem, stakeholder mapping, industry trend reporting, and development of a comprehensive communications strategy to position Michigan's mobility leadership. The contractor will build a working group of policymakers and industry leaders, secure OFME speaking roles at key events including the Mackinac Policy Conference, Detroit Policy Conference, ReShore, and State of the Region conference, and deliver reports 24 hours before scheduled meetings and follow-up notes within 24 hours after meetings conclude. The contractor must submit a final project plan within 30 calendar days of the effective date and monthly reports throughout the contract term. At least one Key Personnel member must be directly responsible for day-to-day operations and subject to State approval; responses to State inquiries are required within 24 hours. If subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises.

The contract expires September 30, 2027, with renewal options for up to four additional one-year periods at the State's sole discretion. Pricing must remain firm for the entire contract duration, with adjustments permitted only upon documented changes in actual contractor costs and mutual written agreement after a 30-day review period. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. All digital deliverables must meet Americans with Disabilities Act accessibility standards.

Technical evaluation is weighted as follows: Vendor Question Worksheet (30 points), Schedule A Sections 3–7 (30 points), Schedule A Sections 8–12 and Attachment A (30 points), and Schedule A Sections 13–20 (10 points). Proposals scoring 80 or more technical points proceed to pricing evaluation; the State will award to the responsive and responsible bidder with the lowest price. Written questions are due August 6, 2026; answers post by August 7. The State reserves the right to negotiate pricing and terms, conduct facility inspections, request oral presentations, and consider employment of Michigan residents and job creation. Contracts valued at $250,000 or more require State Administrative Board approval. The proposal is irrevocable and binding for 180 calendar days from submission. The contractor must maintain Commercial General Liability ($1 million each occurrence, $2 million aggregate), Automobile Liability ($1 million per accident), and Professional Liability ($3 million each occurrence and annual aggregate) with the State named as additional insured on all policies.
