About this opportunity
The California Franchise Tax Board (FTB) has issued Invitation for Bid (IFB FTB-1617-14) for Offsite Tape Media Storage and Retrieval Services, covering Sacramento County and San Francisco City jurisdictions. The procurement seeks a vendor to provide comprehensive storage and transportation services for critical media and technology recovery containers. Specific services include closed storage and open media vault systems, standard route transportation, technology recovery container handling, and warm site shipping services for the FTB campus in Sacramento. The contract term is one year, from July 1, 2016 through June 30, 2017, with two optional one-year renewal terms. Key procurement dates include a May 12, 2016 deadline for written questions, a bid submission deadline of May 20, 2016 at 4:00 PM, and a public bid opening on May 24, 2016 at 10:00 AM. Bidders must provide detailed pricing for various container sizes, storage types, transportation routes, and warm site services, with mandatory requirements including 24/7/365 material access, specific security protocols, and facility environmental controls such as location outside 500-year floodplains and rapid response times (three hours from primary facilities, four hours from secondary facilities).
The solicitation currently has a Disabled Veteran Business Enterprise (DVBE) program requirement that has been waived, though a DVBE incentive of up to 5% is available for qualifying bidders. The current contractor for these services is Iron Mountain, with a budgeted amount of $45,000.00 for the 2015/2016 term. The storage facility must meet stringent technical requirements, including a mandatory UPS system for emergency backup power to maintain facility security systems like cameras and gates. Facility specifications also include acceptable fire suppression systems, with liquid sprinkler systems now deemed acceptable as the primary suppression method. The storage and retrieval services will support FTB's technology recovery operations, with primary and secondary warm site locations in Sterling Forest, New York and San Jose, California, respectively. Bidders must demonstrate capabilities for daily container transportation, secure storage, and the ability to support multiple technology recovery warm site exercises in preparation for potential disaster scenarios.
