About this opportunity

Garland Independent School District Purchasing Department is requesting proposals for an Office Supply Catalog contract (Proposal #102-26) with proposals due March 12, 2026 at 10:30 a.m. CDT — the same day as posting. The central capability requirement is demonstrated technical ability to create a punch-out interface from Oracle iProcurement directly to a vendor-hosted catalog using XML or cXML format, with registration in the Oracle Supplier Network (OSN).

The vendor must provide office supplies on an as-needed basis, maintain exclusive pricing, and support the district's e-commerce infrastructure through Oracle iSupplier for order management and collaborative communication. The awardee must accept credit card purchases via Bank of America MasterCard and comply with Texas Education Code fingerprinting and criminal history clearance requirements for all employees with potential student contact. Minimum qualifications include three years in the office supply business, three references demonstrating successful punch-out creation in enterprise environments, and submission of a price list on USB drive and completed questionnaire. Pricing must be held for a minimum of 90 days from award, with any subsequent increases subject to Consumer Price Index limitations and requiring written approval with market condition documentation. The vendor must carry general liability insurance with minimum coverage of $250,000 per person and $500,000 per occurrence, Texas-mandated workers' compensation insurance, and automobile liability insurance.

The estimated annual contract value is $2 million. The contract term runs from June 1, 2026 (or date of award) through June 30, 2027, with automatic annual renewal for four additional years unless cancelled by either party. Evaluation is weighted as follows: purchase price (40 points), vendor reputation and references (12 points), quality and delivery capability including 24-hour delivery and return policies (20 points), and meeting specifications (25 points), with additional consideration for past relationships and incentives. The district reserves the right to award to single or multiple vendors and may implement a quoting process for volume discounts or federal fund purchases. Electronic submission via the Oracle iSourcing module is strongly preferred over paper.
