About this opportunity
Garland Independent School District is requesting proposals for professional staff development, consultant services, and instructional materials across 158+ line items under an RFP with proposals due April 15, 2027 and questions due April 6, 2027.
The scope encompasses training and consulting across adult learner practices, advanced academics, advanced placement, assessment, balanced literacy, career and technical education, coaching, college and career pathways, curriculum instruction (mathematics, reading language arts, science, social studies, languages other than English), digital learning, dual language frameworks, and dyslexia intervention. Pricing is requested for full-day services, half-day services (4 hours), hourly rates, and instructional materials with percentage discounts. Quantities typically range from 3 to 4 units per service type. All pricing must include travel expenses unless otherwise specified.
The estimated annual contract value is $300,000. The contract term runs June 23, 2026, through June 23, 2027, with annual renewal options for up to four additional years. The district reserves the right to award contracts to multiple vendors on an incremental basis as proposals are received and evaluated. The district may cancel for convenience with thirty days' notice. Proposed prices must remain firm for 90 days from award.
Evaluation is weighted as follows: purchase price (45 points), vendor reputation and quality of goods/services (17 points), quality of services with evidence of at least one year of professional experience (15 points), extent to which services meet district needs (20 points), vendor's past relationship with the district (3 points), and impact on historically underutilized business compliance (0 points).
Vendors must comply with federal CFR Part 200 standards (sections 200.317–200.327), anti-collusion affirmations, debarment verification, clean air and water act compliance, energy policy requirements, and prohibitions on certain telecommunications services. The district requires vendors to utilize Oracle iSourcing for electronic submission and Oracle iSupplier for catalog management, collaboration, and invoicing. Suppliers must submit Oracle bulk load catalogs with pricing data in prescribed electronic format and maintain catalogs throughout the contract term, with invoice payments processed within 30 days of receipt. Awards are anticipated June 23, 2026.
