About this opportunity
The West Virginia Department of Environmental Protection, Division of Land Restoration, Office of Environmental Remediation, issued an Agency Request for Quote (ARFQ DEP2500000018) for an open-end master agreement contract to provide comprehensive operation, maintenance, and monitoring services at the Vienna Perchloroethylene (PCE) Superfund Site located in Vienna, Wood County, West Virginia, within Upshur County jurisdiction. The procurement seeks qualified vendors to deliver professional environmental services including groundwater and soil vapor sampling programs conducted on monthly, quarterly, and biannual schedules; operation and maintenance of three active air sparge/soil vapor extraction (AS/SVE) treatment units and associated groundwater hydraulic control systems; installation and abandonment of monitoring wells using rotosonic drilling methods; emergency and planned equipment repairs; and comprehensive technical reporting. Deliverables include weekly and monthly operations and maintenance reports, semi-annual groundwater sampling reports, monitoring well construction documentation, and annual updates to the Sampling and Analysis Plan and Operations and Maintenance Manual. The contract scope encompasses five professional labor categories (Environmental Scientist, Project Manager, Environmental Technician/System Operator, Electrician, and CAD/GIS Technician) with estimated quantities ranging from 200 to 1,000 hours annually; monitoring well services across approximately 73 existing wells and 60 sampling locations; equipment maintenance including compressors, blowers, pumps, control systems, and granular activated carbon treatment units; and consumable materials with parts markup provisions based on a $10,000 benchmark. Vendor qualifications must include a minimum of three years of verifiable experience in environmental characterization, remediation, groundwater sampling, AS/SVE system operation and maintenance, and vapor sampling, with all personnel maintaining current OSHA 40-hour HAZWOPER certification and appropriate professional licenses. The solicitation deadline for technical questions was August 30, 2024, with the Request for Quote closing on September 10, 2024, at 10:30 a.m. Eastern Time, with all bids required to be submitted electronically through the wvOASIS Vendor Self Service platform. Evaluation will award the contract to the vendor providing the lowest overall total cost meeting all technical specifications and mandatory requirements.
The solicitation does not identify specific set-asides for disadvantaged enterprises, women-owned businesses, or other protected classes based on available documentation. All vendors must comply with mandatory requirements including attendance at a mandatory pre-bid meeting (failure to attend results in automatic bid disqualification), submission of a valid bid bond equal to five percent of the total bid amount, and performance and labor/material payment bonds each equal to 100 percent of the contract value. Vendors must possess a valid West Virginia contractor's license, maintain commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence (or $1,000,000 for contracts valued at $25,000 or less), and submit signed drug-free workplace affidavits with compliance certifications required no less than annually. Subcontractors may be utilized without markup only when directly procured by the WVDEP, with aggregate subcontractor costs exceeding $25,000 requiring pre-approval; travel, lodging, and per diem costs must be included within quoted hourly rates with no separate reimbursement permitted. The contract requires 24/7 vendor availability for emergency repairs, provision of a 12-month warranty on all labor performed, and use of domestic steel, aluminum, and glass products unless the Purchasing Division Director determines otherwise in writing. No incumbent vendor, current contractor, or specific award value is identified in the solicitation documents; however, the contract integrates with existing infrastructure including three operational treatment units (TU-1, TU-3, and TU-2 on standby), one decommissioned treatment unit (TU-4), Allen-Bradley programmable logic controllers with SCADA capabilities, Grundfos submersible pump systems, and Pace Analytical Laboratories for sample analysis using EPA Methods 8260 and TO-15.
