About this opportunity

The Ohio Department of Rehabilitation and Correction is soliciting competitive electronic quotes through OhioBuys for professional structural engineering services to inspect and certify six exterior emergency egress structures at Southeastern Correctional Institution in Lancaster, Ohio, with proposals due October 14, 2026. The project is mandated by Ohio Fire Code Section 1104.16.5.1 to remedy an active State Fire Marshal structural violation and satisfy a required five-year certified inspection interval.

The scope comprises a three-phase engagement: Phase 1 field investigation and pre-test visual inspection of two cantilever fire escape systems and four metal fire escapes, including detailed examination of pivot points, counterweights, cables, pulleys, release mechanisms, corrosion, and structural anchorages; Phase 2 mandatory structural load testing to verify all stairways, balconies, ladders, cantilevers, and structural anchorages safely support a minimum uniform live load of 100 lbs/sq. ft., including operational drop-tests on cantilever systems; and Phase 3 reporting and certification, with a draft inspection and testing report due within 14 business days of field completion and a final certified report (three hard copies and one high-resolution digital PDF) officially stamped and signed by a Professional Engineer registered in Ohio. The contractor must provide all engineering expertise, labor, materials, equipment, and testing tools, including ladders, scaffolding, aerial lifts, rigging gear, certified weights, and testing hardware.

The contract is structured as a fixed-price statement of work covering a five-year inspection interval. Work is performed at 5900 BIS Road SW, Lancaster, Ohio 43130. Contractors must comply with all correctional facility security protocols, including background screening checks, gate clearance, tool logging, and secure escort requirements. An Affirmation and Disclosure Form is mandatory and requires disclosure of compliance with Executive Orders prohibiting offshore services, locating state data offshore, or purchasing from Russian entities. Invoicing may be submitted directly to the institution's procurement officer outside the OhioBuys platform upon acceptance of deliverables.
