About this file
This is a Technical Specifications document for the Oregon Department of Transportation (ODOT) Building M Sound Panel Replacement project located on Airport Road SE in Salem, Oregon. The project requires a qualified contractor to design and install acoustic ceiling treatment panels throughout the facility to achieve a modeled reverberation time (RT60) of 1.5-1.7 seconds, compared to the existing pretreatment measurement of 3.2-4.8 seconds. The acoustic absorption materials must have a minimum Noise Reduction Coefficient (NRC) of 0.80 and comply with ASTM C423 testing standards. The contractor shall perform acoustic modeling using EASE, SoundPlan, or equivalent software and submit results demonstrating compliance. Acceptable panel types include PVC-faced acoustic panels, factory-sealed scrubbable acoustic tiles, or high-impact polymer-faced acoustic absorption panels, with preference for RECORE or approved equal products. The specifications indicate this is a shop and repair service environment requiring materials resistant to dust, airborne particulates, oils, moisture, vibration, and mechanical activity.
The material and installation requirements mandate nonfibrous or fully encapsulated panel surfaces designed for cleanability and frequent washing with common shop cleaners, low-pressure spray cleaning capability, and minimum ASTM D4828 scrub resistance. All panels, mounting hardware, and adhesives must comply with ASTM E84 Class A flame spread and smoke developed ratings and applicable local building and fire codes for industrial occupancy. The ceiling-mounted system shall utilize horizontally suspended, corrosion-resistant mounting systems rated to support the panels during vibration and temperature fluctuations with no sagging, warping, or delamination expected over a minimum 10-year service life. Contractor submittals must include product data sheets, shop drawings with panel layout and mounting details, acoustic modeling demonstrating design performance, and maintenance and cleaning instructions. Post-installation verification through RT60 testing per ISO 3382 may be required by the owner.

Attachment B – Technical Specifications Contractor‑Designed Acoustic Treatment – Ceiling Panels
1. Performance Requirements
• Provide an acoustic ceiling treatment that results in a modeled RT60 of 1.5–1.7 seconds for the completed space.
• Contractor shall perform acoustic modeling (EASE, SoundPlan, or equivalent) and submit results demonstrating compliance.
• Acoustic absorption materials shall have a minimum NRC 0.80 and comply with manufacturer testing per ASTM C423.
2. Environmental & Facility Conditions
• Facility is a shop and repair service environment with exposure to dust, airborne particulates, oils/mists, and mechanical activity.
• Materials shall be suitable for environments requiring frequent cleaning, high durability, and resistance to deterioration caused by:
· Vibration
· Moisture
· Light chemical exposure
· Dust and debris accumulation
3. Material Requirements
• Panels shall have non‑fibrous exposed surfaces or fully encapsulated mineral fiber, melamine, PET, or composite cores designed for cleanability. Panels shall be RECORE or approved equal.
• Acceptable surface types:
· PVC‑faced acoustic panels
· Factory‑sealed scrubbable acoustic tiles
· High‑impact polymer‑faced acoustic absorption panels
• Surface characteristics:
· Washable/scrubbable (minimum ASTM D4828 scrub resistance or manufacturer equivalent)
· Moisture‑resistant, not sag when exposed to humidity swings typical of shop areas
· Impact‑resistant, designed for spaces with tool or equipment contact potential
• Edges shall be sealed to prevent particulate shedding.
4. Fire & Safety Requirements
• Materials shall comply with ASTM E84 Class A flame spread and smoke developed.
• Panels, mounting hardware, and adhesives must meet local building/fire codes for shop and industrial occupancy classifications.
5. Mounting & Structural Requirements
• Ceiling-mounted system options:
· Horizontally suspended. Panels to be placed throughout the full length of the structure.
· Suspended grid or panelized rail system rated for facility conditions
• All mounting systems shall be corrosion‑resistant and capable of supporting panels during vibration and temperature swings.
• No sagging, warping, or delamination over a minimum 10‑year service life.
6. Cleaning & Maintenance Requirements
• Panels shall withstand:
· Wet wiping
· Low‑pressure spray cleaning
· Use of common shop cleaners (Simple Green, mild detergents, disinfectants)
• Contractor shall provide manufacturer cleaning guidelines and chemical compatibility documentation.
7. Submittals
• Product data sheets including NRC values, fire ratings, cleanability, moisture resistance, and durability testing
• Shop drawings showing panel layout, mounting details, and coverage area
• Acoustic model demonstrating design performance (RT60 1.5–1.7 sec). Existing pretreatment measured (RT60 3.2-4.8 sec).
• Maintenance and cleaning instructions
8. Execution
• Install per manufacturer instructions and maintain tight joints, uniform alignment, and consistent finish.
• Protect adjacent surfaces from dust/overspray during installation.
• After installation, contractor shall verify performance using post-installation measurements (e.g., RT60 testing per ISO 3382) if required by the owner.
