About this opportunity
Gwinnett County Department of Water Resources is requesting sealed bids for odor control and corrosion protection services, with bids due November 10, 2022 at 2:50 p.m. at the Gwinnett County Financial Services - Purchasing Division in Lawrenceville, Georgia. The scope covers chemical delivery, equipment installation and maintenance, hydrogen sulfide monitoring, and 24-hour emergency response across 26 pump stations and water reclamation facilities throughout the county, with approximately 1.407 million gallons of calcium nitrate in bulk solution form required annually.
Bidders must demonstrate at least 10 years of experience in odor control and corrosion protection for municipal wastewater systems, provide three references from similarly sized municipalities, and employ staff with minimum three years of experience and current OSHA 8-hour HAZWOPER certification. Required insurance includes Workers' Compensation, General Liability ($500,000), Auto Liability ($500,000), Umbrella Liability ($1 million), and Environmental Liability ($1 million) from carriers rated A-5 or higher by A.M. Best. Bidders must also provide web-based portal screenshots and detailed supply chain information including terminal locations, storage volumes, and delivery fleet specifications.
The incumbent supplier is Evoqua Water Technologies, LLC, currently pricing at $2.55 per gallon. Pricing shall be submitted per gallon on an FOB Destination basis with all shipping, transport, labor, equipment, and service costs incorporated into the unit price. Pricing must remain firm for the initial contract term; failure to do so renders the bid non-responsive. No bid bond is required.
Equipment such as tanks and dosing equipment used for three years becomes property of Gwinnett County, with the exception of proprietary monitoring equipment. The contract will begin upon award with renewal options for years two through four. Award will be made to the lowest responsive and responsible bidder. Addendum #1 revised the bid submission deadline from November 9 to November 10, 2022 and must be acknowledged in the bid form or the bidder faces disqualification.
