About this opportunity
The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is requesting bids for plugging and abandonment of one orphan well (Cooperider #2, Licking County) with bids due October 8, 2026, and mandatory attendance at a pre-bid meeting and site visit on September 15, 2026 at 11:00 a.m. at the well location on Refugee Road.
Bidders must be active on the CSP900922 state contract (DAS Index No. MAC110) and in good standing with all Division and Agency projects. Failure to attend the mandatory pre-bid meeting is grounds for offer rejection.
The scope encompasses mobilization, site development, cleaning out and plugging the well (originally drilled in 1907 to 2,195 feet), removal and disposal of all casing, tubing, well and production equipment, storage and disposal of all materials generated during plugging, decommissioning of affiliated lines, and restoration of all disturbed areas. The well requires remediation due to previous failed plugging attempts and current methane leakage. Work must commence within three months of the Letter to Proceed and be completed by July 30, 2027.
Pricing shall be submitted as lump sum and unit price items through OhioBuys, with all offers evaluated on a lowest-responsive-and-responsible-bidder basis. All offers must be mathematically and materially balanced, including reasonable labor, equipment, material costs, overhead, and profit. The Division will retain five percent of the contract amount for final restoration inspections until vegetation reaches final stabilization.
The contractor is responsible for all permits except building and U.S. Army Corps of Engineers permits, which the Division obtains. Work is performed in Union Township, Licking County, Ohio. Offers submitted prior to any issued amendments become null and void.
