About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas, is seeking a maintenance contract for a Thermo Fisher Scientific S2P Pro UV/UF 16LP instrument located at the Cambridge Laboratory in Greene County. The procurement is specifically for corrective and preventative maintenance services for fiscal year 2026, running from July 1, 2025, through June 30, 2026. Critical requirements include that the vendor must be explicitly authorized by Thermo Fisher Scientific to perform maintenance on their equipment, and must bid on all listed items with a formal quote and terms & conditions. The maintenance package (Total Care Z148) must include unlimited engineer labor, travel, factory-certified replacement parts, a two-business day response time for corrective maintenance, one scheduled preventative maintenance visit, unlimited technical support, and asset software/firmware updates. The contract's primary objective is to maintain analytical equipment used for monitoring mining and oil & gas operations, ensuring proper equipment functionality and avoiding costly unscheduled repairs. Proposals are due by March 11, 2025, with services to be performed at the ODNR Environmental Lab located at 325 North 7th Street in Cambridge, Ohio.

There are no specific set-aside designations or restrictions on responding organizations beyond the mandatory requirement of being authorized by Thermo Fisher Scientific. The contract does not indicate preferences for disadvantaged business enterprises or small businesses. No incumbent vendor is explicitly mentioned, and the procurement appears to be focused on maintaining existing scientific equipment with a serial number of 1602219004104, installed on 8/18/2022. While specific budget ranges are not detailed, the document emphasizes that the maintenance contract is more cost-effective than performing repairs on an as-needed basis. Invoicing will be processed through Ohio's Financial Shared Services, with strict requirements including submission of complete invoices with specific identifiers such as the Origin-DNR-N51 code and the assigned purchase order number. The total contract period is one year, with a clear stipulation that any goods or services received after June 30, 2026, will require a new purchase order.

**MUST BE AUTHORIZED BY THERMO FISHER SCIENTIFIC TO COMPLETE MAINTENANCE ON THEIR EQUIPMENT** Cambridge Labs - Thermo Fisher Scientific Equipment Maintenance Plan

  1. Purpose:
  1. The Cambridge Lab analyzes samples provided by the Division of Oil & Gas Resources Management & The Division of Mineral Resources Management. This contract will provide maintenance for FY2025 on the Thermo Fisher Scientific S2P Pro UV/UF 16LP.
  1. Reasoning:
  1. The maintenance contract is needed to repair and maintain the existing Thermo Fisher Scientific S2P Pro UV/UF 16LP equipment and associated components at the Cambridge Laboratory used to perform analysis for mining and oil & gas operations. Analysis performed by the Cambridge Laboratory ensures the protection of natural resources and citizens within the State of Ohio. If the maintenance contract is not in place for these systems at the laboratory facility, the cost to repair the needed equipment includes time of travel, labor, and parts at a cost much higher than what is included in the maintenance contract. This maintenance contract is needed to keep the equipment in proper working order for the needed analysis. The maintenance contract also eliminates unneeded downtime for analysis due to priority listing with such maintenance contracts. If maintenance is performed by another vendor other than the manufacturer of the equipment, warranties can be voided and the maintenance may not be properly performed, leading to equipment failures and improper analysis.
  2. The Cambridge Laboratory has always maintained equipment with the use of maintenance contracts. The vendor who maintains the equipment has service engineers who are properly trained in the repair and maintenance of the equipment. Once a year, the service engineer performs a preventative maintenance visit to keep the equipment in proper working order. This preventative maintenance visit is included in our maintenance contract. The cost of the maintenance contract is more cost effective than performing the maintenance as needed. Laboratory personnel are not trained in the detailed maintenance of the equipment. Vendor must be authorized by Thermo Fisher Scientific to perform maintenance on their equipment.
  1. Requirements:
  1. Vendor must be approved by Thermo Fisher Scientific to complete services on equipment
  2. Vendor must bid on all items listed
  3. Formal quote and copies of Terms & Conditions should be submitted with bid.
  4. All specific Standard Terms & Conditions and Service Terms and Conditions will be reviewed by ODNR Legal Staff. Changes or redlines must be mutually agreed to in writing.

325 North 7th Street Cambridge, OH 43725 740-439-5591
