About this file

This is a specifications document from the Ohio Department of Natural Resources (ODNR) for maintenance services on Thermo Fisher Scientific equipment at the Cambridge Laboratory. The contract seeks maintenance services for a Thermo Fisher Scientific S2P Pro UV/UF 16LP system for FY2025, running from July 1, 2025, through June 30, 2026. The maintenance package required is Total Care Z148, which includes unlimited engineer labor, travel, factory-certified replacement parts, two-day response time for corrective maintenance, one scheduled preventative maintenance visit, unlimited technical support access, and various other support services. The equipment is used to analyze samples for the Division of Oil & Gas Resources Management and Division of Mineral Resources Management.

The document emphasizes that vendors must be authorized by Thermo Fisher Scientific to perform maintenance services, and all work will be performed at the ODNR Environmental Lab in Cambridge, Ohio. The specifications outline detailed invoicing requirements through Ohio's Financial Shared Services system. The equipment under maintenance was installed on 8/18/2022 with serial number 1602219004104. While specific pricing information is not included in the document, the justification notes that a maintenance contract is more cost-effective than as-needed repairs and helps avoid equipment downtime and potential warranty issues.

Cambridge Labs – Thermo Fisher Scientific Equipment Maintenance Plan (3-Pages)

1. Purpose:

a. The Cambridge Lab analyzes samples provided by the Division of Oil & Gas Resources Management & The Division of Mineral Resources Management. This contract will provide maintenance for FY2025 on the Thermo Fisher Scientific S2P Pro UV/UF 16LP.

2. Reasoning:

a. The maintenance contract is needed to repair and maintain the existing Thermo Fisher Scientific S2P Pro UV/UF 16LP equipment and associated components at the Cambridge Laboratory used to perform analysis for mining and oil & gas operations. Analysis performed by the Cambridge Laboratory ensures the protection of natural resources and citizens within the State of Ohio. If the maintenance contract is not in place for these systems at the laboratory facility, the cost to repair the needed equipment includes time of travel, labor, and parts at a cost much higher than what is included in the maintenance contract. This maintenance contract is needed to keep the equipment in proper working order for the needed analysis. The maintenance contract also eliminates unneeded downtime for analysis due to priority listing with such maintenance contracts. If maintenance is performed by another vendor other than the manufacturer of the equipment, warranties can be voided and the maintenance may not be properly performed, leading to equipment failures and improper analysis.

b. The Cambridge Laboratory has always maintained equipment with the use of maintenance contracts. The vendor who maintains the equipment has service engineers who are properly trained in the repair and maintenance of the equipment. Once a year, the service engineer performs a preventative maintenance visit to keep the equipment in proper working order. This preventative maintenance visit is included in our maintenance contract. The cost of the maintenance contract is more cost effective than performing the maintenance as needed. Laboratory personnel are not trained in the detailed maintenance of the equipment. Vendor must be authorized by Thermo Fisher Scientific to perform maintenance on their equipment.

3. Requirements:

a. Vendor must be approved by Thermo Fisher Scientific to complete services on equipment
