About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management is conducting a procurement for plugging and reclaiming four orphan wells located in Logan County, specifically in Bokes Creek, McArthur, and Stokes townships. The project involves comprehensive well decommissioning services, including mobilization, site access, well site development, drilling or cleaning out and plugging of four specific orphan wells (Leatherman #1, Logan #1, Duff #1, and Scott Bates #1), and complete site restoration. Contractors must be active on a CSP900922 contract (DAS Index No. MAC110) and meet stringent qualifications, including attendance at a mandatory pre-bid meeting scheduled for Monday, August 11, 2025, at 9:30 AM at the Letherman #1 Entrance. The contract will be awarded to the lowest responsive and responsible bidder who is in good standing with all Division and Agency Projects. Bid submissions are due by 12:00 PM on Thursday, August 28, 2025, through the OhioBuys online platform, with the project expected to be completed by October 30, 2026, or June 30, 2027.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must be pre-qualified and will be evaluated based on their ability to complete work within specified timeframes and meet detailed technical specifications. The project includes specific environmental protection requirements, such as careful vegetation management, erosion control, and site restoration using prescribed seed mixes. Crop damage compensation is predetermined, with rates of $835 per acre for corn, $590 for soybeans, and $500 for wheat. While specific budget ranges are not directly stated, the detailed quantity sheet in the Scope of Work document suggests comprehensive cost estimations across multiple project phases, including mobilization, well site safety, plugging, and site restoration. The project also includes provisions for handling potential hydrogen sulfide exposure and managing site-specific environmental challenges, indicating a complex and carefully planned remediation effort.
