About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management is seeking a qualified contractor to plug and plate five orphan wells located in Holmes County, specifically in the Washington Township. This procurement opportunity requires bidders to be active on a CSP900922 contract (DAS Index No. MAC110) and involves comprehensive well site management including mobilization, site development, drilling/cleaning out, plugging, equipment removal, and site restoration. The project scope encompasses complete decommissioning of the wells, including storage and disposal of all generated materials, removal of casing, tubing, production equipment, and affiliated lines. A mandatory pre-bid site visit and meeting is scheduled for Wednesday, September 17, 2025, at 1:00 PM at the Nesta #1 location with GPS coordinates 40.638593, -82.187523. The contract will be awarded to the lowest responsive and responsible bidder who has completed the pre-bid meeting and maintains good standing with all Division and Agency Projects. The bid submission deadline is October 2, 2025, with the opportunity initially posted on September 11, 2025.

The procurement appears to have specific qualifications that restrict participation to vendors already established on the CSP900922 contract, effectively limiting the pool of potential bidders. While no specific set-aside designations for disadvantaged enterprises are mentioned, the contract requires vendors to meet strict technical and performance standards. No incumbent vendor information is provided, and the potential award value is not explicitly stated in the available documentation. The project involves environmental remediation and infrastructure management in the oil and gas sector, suggesting a significant technical complexity that requires specialized expertise. Interested contractors must demonstrate comprehensive capabilities in well plugging, site restoration, and environmental compliance to be considered for this state-level contract opportunity.
