About this opportunity

The Ohio Department of Natural Resources (ODNR), Division of Oil & Gas Resources Management is soliciting bids for a complex orphan well plugging and abandonment project in Medina County, specifically targeting two wells: the L. Hopkins #1 and Geo. F. Niesz #1. This procurement requires contractors to be active on the CSP900922 contract (DAS Index No. MAC110) and involves comprehensive well site management including mobilization, site access development, well cleanout, plugging, equipment removal, material disposal, and site restoration. The project scope encompasses multiple critical phases: site preparation, safety measures, plugging operations, and post-project cleanup, with specific line items covering activities such as clearing, silt fence installation, stone materials, culvert work, and comprehensive site restoration. A mandatory pre-bid meeting is scheduled for Tuesday, January 13, 2026, at 9:00 AM at the Hopkins #1 well site, with bid submissions due by 12:00 PM on Thursday, January 29, 2026, through OhioBuys. The contract will be awarded to the lowest responsive and responsible bidder, with completion required within one year of the Letter to Proceed or by June 30, 2027, whichever occurs first.

Participation is strictly limited to contractors pre-qualified under the specific DAS contract, with no explicit set-aside designations for disadvantaged enterprises mentioned. The project is funded through state and potentially federal infrastructure funds, which mandates compliance with Buy America sourcing requirements for federally funded portions. Contractors must adhere to Ohio Revised Code 1509 and applicable Ohio Administrative Code chapters, with additional responsibilities including obtaining road use approvals, coordinating with utility companies, managing traffic controls, and implementing erosion and sediment control measures. The ODNR will retain five percent of the contract amount pending final stabilization and inspection of revegetated areas. While specific budget ranges are not explicitly stated, the comprehensive nature of the project involving two well sites, extensive site preparation, plugging operations, and restoration suggests a substantial contract value. The project includes contingency specifications payable via Division-issued Field Orders, covering additional professional services, specialized equipment usage, and unexpected operational requirements.
