Oregon City School District No. 62 issued Invitation to Bid B15-2026 for asbestos flooring removal services at Beavercreek Elementary School located at 21944 South Yeoman Road, Beavercreek, Oregon 97004. This is a Public Works procurement requiring the removal and disposal of approximately 13,711 square feet of tile, carpet, and asbestos-containing mastic from twelve classrooms using wet and manual methods within negative-air containment by Oregon-certified asbestos workers in compliance with Class II friable asbestos handling and disposal regulations. The project scope includes removal of 2,000 square feet of presumed asbestos-containing material non-friable 9-inch floor tile and black mastic from Rooms 3 and 5, and 1,250 square feet of 2% asbestos non-friable 12-inch floor tile and black mastic from classroom activity pods in Rooms 17A, 29A, and 32A, with additional work in rooms 6, 17, 18, 19, 29, 30, 31, 32, 33, and 34. Following removal, contractors must grind concrete floors with 25-grit blades to eliminate remaining mastic and perform all work in compliance with Oregon OSHA regulations and Department of Environmental Quality requirements, with the district responsible for removing furniture and personal items prior to contractor arrival and cleaning rooms to a dust-free condition upon completion. Qualified bidders must be Oregon-certified asbestos workers and comply with Oregon Construction Contractors Board registration requirements and prevailing wage standards effective January 5, 2026, as amended April 5, 2026. Evaluation will be based on lowest responsive and responsible bid price, compliance with prevailing wage, responsible bidder standards under ORS 279C.375, and contractor qualifications. A mandatory pre-proposal meeting was held on May 13, 2026, at 2:30 p.m., with failure to attend resulting in bid rejection as non-responsive. The bid submission deadline is May 21, 2026, at 2:00 p.m., with bid opening immediately following, Notice of Intent to Award expected May 28, 2026, Notice to Proceed on June 4, 2026, construction beginning July 6, 2026, substantial completion by July 31, 2026, and final completion by August 14, 2026.

Oregon City School District encourages bids from Minority, Women, Emerging Small Businesses, and Service-Disabled Veteran-Owned Businesses and will apply Oregon residency preference per ORS 279A.120 if price, fitness, availability, and quality are otherwise equal. All first-tier subcontractors with contracts valued at five percent of the total bid or $15,000 (whichever is greater), or $350,000 regardless of percentage, must be disclosed no later than two hours after bid closing. Performance and payment bonds equal to the full contract price are required prior to contract execution, and contractors must contract with an environmental consultant for air clearances and subcontract with a licensed electrician for 220/480V panel installation for grinding machines. The asbestos survey was completed by Apex Companies, LLC on February 27, 2026, with laboratory analysis performed by Eurofins LabCor, providing the baseline assessment for remediation work. No specific award value or budget range is disclosed in the procurement documents; bids will be evaluated competitively based on responsive and responsible proposals. Bids must be submitted via email to Kim Davis, Bond Program Coordinator, at Kimberly.davis@orecity.k12.or.us, with all bids remaining valid for ninety calendar days from the opening date.
