About this opportunity

The City of Long Beach Fire Department is requesting proposals for maintenance and repair services on OCADY's Structural Firefighting Training Prop, located at the Long Beach Fire Regional Training Center, with proposals due December 1, 2026, and a mandatory site walk on October 13, 2026.

Work is funded through Federal Emergency Management Agency Homeland Security Grant Program funds (Urban Areas Security Initiative for fiscal years 2024, 2025, and 2026). Contract continuation is contingent upon grant award and availability; if funding is reduced, delayed, or unavailable, the City reserves the right to modify scope or terminate. UASI24-funded work must be completed by February 1, 2027, and UASI25-funded work by February 1, 2028. All work must comply with California prevailing wage requirements and federal Davis Bacon wage determinations under General Decision CA20260022 (Los Angeles County), with certified payroll submission required to the City and California Department of Industrial Relations.

The scope encompasses a comprehensive site assessment and scalable, itemized repair proposal for the training prop's multiple rooms (Training Rooms 1–3, hallway, stairwell, and entry room), identified by visual condition documentation and room dimensions. Repairs to be priced separately by location include steel panel replacement, structural reinforcement, sandblasting and welding, door and hardware replacement, window repairs, interior chain support system inspection and repair, floor tile replacement, and sealing the interior structure to safely contain combustion agents. Proposers must demonstrate experience with structural steel fabrication, welding, and industrial repairs, and hold appropriate field service licensing.

The contract term is two years with an option to renew for one additional one-year period, with each phase aligned to specific grant funding performance periods. Evaluation criteria are organizational capacity and experience (30 percent), method of approach (40 percent), communications and reporting (10 percent), and reasonableness of cost (20 percent). Questions are due October 27, 2026, at 11:00 AM PST, with responses posted by November 10. Proposals must be submitted electronically via LongBeachBuys.com. The Equal Benefits Ordinance applies to contracts valued at $100,000 or more.
