About this opportunity

The City and County of San Francisco Office of Contract Administration (OCA), on behalf of all City departments, is soliciting bids under Invitation for Bids TC 91116 (Sourcing Event 0000011856) for HPE enterprise infrastructure, data center, and networking equipment, software, and support, with a pre-bid conference on November 5, 2026. A 10% bid discount applies to Small or Micro Local Business Enterprises (LBEs) certified in Computer Hardware/Software/Peripheral Equipment (EQ108), Office Equipment (EQ112), or Telecommunications Products (EQ074), and it applies to Aggregate 1 only. LBE certification must be held by the bid due date, and the solicitation designates no set-asides.

Bids are due November 25, 2026 at 2:00 PM Pacific Time. Minimum qualifications require evidence of authorized reseller status at the HPE Partner Ready Vantage Platinum Hybrid Cloud tier for Aggregate 1 or the Platinum Networking tier for Aggregate 2, plus past sales of at least $500,000 annually in relevant categories over the preceding three years. An additional 1.25% local tax revenue discount applies to vendors with a local San Francisco presence.

Bidders may propose on one or both aggregates. Aggregate 1 covers 33 line items for HPE compute, storage, backup, and HPC hardware, plus related services, software, and support, with estimated annual City spend of approximately $974,000 and a not-to-exceed amount of $4.87 million. Aggregate 2 covers 27 line items for Aruba and Juniper wireless, switching, routing, security, network access control, firewall, SD-WAN, and related support, with estimated annual spend of approximately $11.18 million and a not-to-exceed amount of $55.9 million. The contract is a non-exclusive, indefinite-quantity, as-needed agreement with no guaranteed minimum purchases. The initial term is five years, with a City option to extend two additional years, for a total of up to seven years. The agreement requires Board of Supervisors approval. Required insurance includes technology errors and omissions liability of $10 million per claim and cyber and privacy liability of $20 million per claim.

Bidders enter a $0.01 placeholder price. Each aggregate is awarded to the highest total weighted percentage discount off manufacturer list price, with one primary contract per aggregate and no secondary contracts. Prices must be exclusive of sales tax, with freight and shipping included in unit pricing. The City may negotiate deeper discounts transaction by transaction and requires contractors to offer any available specials.

Questions and proposed changes to contract terms are due November 12, 2026 at 1:00 PM Pacific Time. Bid opening follows immediately at 2:30 PM via Microsoft Teams, and the Notice of Intent to Award is anticipated for December 14, 2026 or upon completion of evaluation. Within 30 days of that notice, awardees must provide labor and employment code compliance documentation, a First Source Hiring Form, and proof of required insurance. The primary contact is Jonathan Jew at 628/652-1615 or jonathan.jew@sfgov.org.
