About this opportunity
The City and County of San Francisco Office of Contract Administration is soliciting bids for upfitting of five Fire Department Command Vehicles (2026 Ford Police Interceptor Utility AWD) with emergency warning and communication systems, with bids due October 9, 2026 at 2:00 p.m. PDT and a mandatory pre-bid meeting on October 1, 2026 at 10:00 a.m. This is a full and open competition opportunity; vendors may propose alternate models, designs, or technologies if baseline specifications present barriers to competition.

Additional bid discounts are available for prompt payment terms and local San Francisco presence.
The scope comprises 31 line items spanning front and rear warning lights, grille and intersection warning systems, siren and control components, aftermarket console systems, electrical harness components, and antenna parts from manufacturers including Whelen Engineering, Havis Inc., and All Fleet Solutions LLC. Bidders must submit separate pricing for parts and labor on a per-unit basis on Attachment 4 Bid Worksheet and specify labor hourly rates and estimated shop hours. All work must be performed at the vendor's location within a 75-mile radius of San Francisco. Delivery is due October 14, 2026 to 698 2nd Street, 3rd Floor, San Francisco, with FOB Destination freight prepaid.
Evaluation is based on lowest-price selection methodology. Apparent lowest responsive bidder must demonstrate two years of experience within the last five years selling goods and services of the type requested. Bidders must comply with the Minimum Compensation Ordinance (MCO), First Source Hiring Program (with workforce projection reporting required), nondiscrimination provisions for contracts exceeding $230,000, and cybersecurity risk assessment standards. Written questions are due October 7, 2026 at 12:00 p.m. Pacific Time. Bid Addendum No. 1 dated September 29, 2026 supersedes the original IFB dated September 24, 2026. Contact: Mark T.
