About this opportunity
The City and County of San Francisco Office of Contract Administration, on behalf of San Francisco International Airport, is requesting bids for biosolids disposal to landfill under IFB TC68415, with bids due November 17, 2026 and a mandatory pre-bid conference on October 21, 2026. Local Business Enterprise (LBE) bid discounts apply: 10% for Small/Micro LBEs and 5% for SBA LBEs, plus an additional 1.25% discount for bidders with physical presence in San Francisco, for contracts valued between $400,000 and $10,000,000. There is no minimum LBE subcontracting requirement. Evaluation is on lowest responsive bid basis.
Bidders must demonstrate a minimum of one year of experience within the last five years managing material deliveries to a landfill on a recurring basis and must hold Local Business Enterprise certification in Solid Waste Management Services (PS055) or other categories approved by the Contract Monitoring Division by the bid due date. The landfill site must be located within 100 miles driving distance from the SFO Mel Leong Treatment Plant at 924 Clearwater Drive, San Francisco, California. Apparent low bidders must submit route maps and documentation of landfill location within 100 miles.
The estimated volume is 3,000 wet tons annually (up to approximately 7,000 wet tons annually according to contract terms), deliverable at up to two trucks (23 wet tons each) per day, Monday through Friday, with the landfill open a minimum of eight hours daily. The contract not-to-exceed amount is $2,500,000 for the initial five-year term, with the City holding an option to extend for two additional years, for a maximum total of seven years. Pricing must remain firm for the first year; price adjustments thereafter may be requested only once per twelve-month period and must reference the U.S. Department of Labor's Consumer Price Index for the San Francisco-Oakland-Hayward area.
Contractor must obtain all necessary permits and licenses, including CalRecycle and Regional Water Quality Control Board permits, and must comply with San Francisco's Health Care Accountability Ordinance, Minimum Compensation Ordinance, First Source Hiring Program, and Equal Benefits requirements. Commercial general liability insurance of $1,000,000 per occurrence, commercial automobile liability of $1,000,000 combined single limits, and statutory workers' compensation with $1,000,000 employers' liability are required. Questions are due November 3, 2026 at 5:00 p.m. Pacific Time. Notice of Intent to Award is anticipated the week of November 23, 2026.
