About this opportunity
The College Township Water Authority is seeking bids for the Oak Hall OH-20 Well Facility and Booster Pump Station project located in Centre County, Pennsylvania. This comprehensive construction project involves developing a 1,000 gpm well facility with a 30-foot by 40-foot building, including a clearwell, pumps, internal and yard piping, chemical feed systems, electrical and instrumentation infrastructure, HVAC, plumbing, site paving, and restoration work at Oak Hall Regional Park. The procurement is divided into two contracts: Contract No. 1 for General/Mechanical work and Contract No. 2 for Electrical work. Bidders must attend a mandatory pre-bid conference on December 3, 2025, at 10:00 am at College Township Offices to be eligible for bid submission. Electronic bids will be received via the PennBid Program until December 23, 2025, at 2:00 pm local time. Qualification requirements include submitting a 10 percent bid security, providing authorization to do business in Pennsylvania, and furnishing documented experience with similar projects. Bidders must comply with prevailing wage requirements and demonstrate capability to complete the project within 300 days of substantial completion.
The procurement does not explicitly specify set-aside designations for disadvantaged enterprises, though standard equal opportunity guidelines likely apply. All steel products must be manufactured in the United States per the Steel Products Procurement Act. The project includes specific financial provisions, such as a $40,000 allowance for PLC panel, programming, and startup costs, and a $20,000 allowance for building permit fees. Performance and payment bonds are required in amounts equal to the contract price, with comprehensive insurance coverage mandated. The project is partially financed through a grant from the Commonwealth of Pennsylvania's Commonwealth Financing Authority H2O program. Liquidated damages are established at $500 per day for failing to meet substantial completion or final payment deadiness. While specific budget ranges are not directly stated, the comprehensive nature of the project and the included allowances suggest a significant capital investment for infrastructure development in the College Township area.
