About this opportunity
The New York State Office of Children & Family Services (OCFS) is requesting competitive quotes for New York State-grown produce items (fruits and vegetables) to be delivered to MacCormick Secure Center in Brooktondale, with quotes due February 6, 2026 at 4:00 PM EST. All produce must be 100% New York State-grown, harvested, or produced unprocessed items — a core eligibility filter. MWBE contracting goals are 15% for Minority Business Enterprises and 15% for Women Business Enterprises, with a separate 6% Service-Disabled Veteran-Owned Business goal.
The RFQ is structured in two lots: Lot 1 for vegetables (16 items including peppers, onions, tomatoes, potatoes, carrots, lettuce, spinach, corn, broccoli, and green beans) and Lot 2 for fruits (eight items including apples, blueberries, strawberries, cantaloupes, honeydew, watermelon, pears, and grapes). Respondents may quote on Lot 1, Lot 2, or both. Monthly quantities vary by item and availability period, ranging from 3 to 12 months per year. Vendors must provide monthly pricing for every produce item in their chosen lot(s) and certify delivery capacity Monday through Friday, 6:00 AM to 3:00 PM. All quoted costs must include supply and delivery; food transport must comply with applicable federal and state food safety regulations and temperature-control standards where required.
OCFS anticipates making orders on an approximate weekly basis. Respondents must be authorized to do business in New York State and obtain or maintain a New York State business license within 30 days of award. No identical or substantially similar procurement contracts have been awarded within the past five years. Questions are due January 16, 2026 at 4:00 PM EST, with responses due January 23 at 4:00 PM EST. Award will be made to the lowest price meeting specified technical requirements. This procurement supports New York State Executive Order #32, which requires OCFS to purchase a prescribed percentage of overall food spend on NYS-produced items, reaching 30% by the end of calendar year 2027.
