About this opportunity
The Pennsylvania Liquor Control Board is soliciting bids for HVAC preventative maintenance, filter service, and corrective service on heating and cooling equipment at the Northwest Office Building, 910 Capital Street, Harrisburg, Pennsylvania, with bids due November 19, 2026 and a mandatory site visit on October 27, 2026 at 1:00 PM.
Award will be made to the lowest responsive and responsible bidder. The contractor must be EPA certified for refrigerant handling and recovery. Questions are due by October 30, 2026 at 2:00 PM ET, with responses posted as addenda by November 5, 2026.
The scope covers unit inspections, preventative maintenance, and corrective service on two York chillers (198 and 224 tons), one BAC cooling tower (750 tons), multiple air handlers with 5–50 horsepower motors, chilled water and condenser pumps (20–25 horsepower), fan coil pumps (7.5 horsepower), Data Aire air-cooled cooling units, and associated auxiliary equipment. Maintenance follows seasonal schedules: spring start-up preparation (March–April), monthly operating-season inspections, and annual shutdown services (October–December). Inspections must be scheduled in advance; service dates are determined by building needs and outside temperatures as decided by the PLCB. The contractor must perform all work during normal business hours (7:30 AM–4:00 PM ET) and maintain detailed operating logs and records. Response times for corrective service calls are two hours during operational hours and four hours outside operational hours.
The contract term is one year from January 1, 2027, with the PLCB reserving the right to renew for four additional one-year options. The contractor must maintain Workers Compensation Insurance and Comprehensive General Liability Insurance with minimum limits of $1,000,000 per person and $3,000,000 per occurrence for injury or death, plus $500,000 for property damage, and submit a Performance Bond of $10,000 for each contract year.
Bidders must submit a completed BOP-1206 Bid Form, Company Overview, Prior Experience documentation, Personnel/Certification information, Insurance Certificate, Workers Protection Certification (BOP-2201) confirming compliance with Pennsylvania labor and workforce safety laws, minimum three customer references from the last two years, and a signed Proof of Site Visit Form. Bids must remain valid for at least sixty days. The incumbent contractor is exempt from the mandatory site visit requirement.
