About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB) Procurement is requesting proposals for nutritional services at Michigan Veteran Homes Chesterfield Township (MVH CT) in Chesterfield Township and Michigan Veteran Homes D.J. Jacobetti Home for Veterans (MVHDJJ) in Marquette under RFP 260000002176, with proposals due September 9, 2026 at 1:00 p.m. Eastern. Attendance at mandatory pre-proposal meetings on August 18, 2026 at MVH CT and August 25, 2026 at MVHDJJ is required; failure to attend results in disqualification.

The scope encompasses comprehensive meal planning, food preparation, dietary management, kitchen operations, and inventory control for both facilities. MVH CT serves approximately 123 residents with approximately 2.9 million annual meal units; MVHDJJ serves approximately 306 residents with approximately 2.4 million annual meal units. Services must comply with all applicable nutritional standards, health codes, dietary accommodation requirements, and state and federal nutritional guidelines. Contractors must integrate with PayPoint payment processing systems and electronic receipt processing standards. The contract is funded in whole or in part with federal funds and subject to federal compliance requirements including debarment certification, Byrd Anti-Lobbying Amendment (for awards exceeding $100,000), small and minority business subcontracting efforts, domestic product preferences, and System for Award Management verification.

The pricing structure employs passthrough cost reimbursement for labor, benefits, food, supplies, overhead, and equipment based on actual invoices. The only competitively bid element is the Fixed Monthly Management Support Fee, covering corporate oversight, regional management, administrative support, and company profit. Contractors must submit separate Year 1 and Year 2 pricing allocations for each facility using the provided Excel workbook.

Technical evaluation weighs Product & Menu Quality (30 points), Meal Service Operations and Facility Support (25 points), Staffing, Workforce, Training & Personnel Compliance (20 points), Administrative Management, Transition, QA, Reporting & Security (15 points), and Vendor Questions Worksheet (10 points). Proposals must achieve a minimum score of 80 technical points to have pricing evaluated. Written questions are due August 28, 2026 at 3:00 p.m. Eastern, with answers posted by September 1. The State will award to the responsive and responsible bidder offering best value and considers Service-Disabled Veteran-Owned Business status among award factors.

Contractors must obtain Commercial General Liability ($1 million each occurrence, $2 million aggregate), Umbrella or Excess Liability ($5 million each occurrence, $10 million aggregate), Automobile Liability ($1 million per accident), Workers Compensation, Employers Liability ($500,000), Privacy and Security Liability/Cyber Liability ($1 million), and Crime/Fidelity Insurance ($1 million) through insurers rated A.M. Best A- VII or higher, with the State named as additional insured on primary and non-contributory basis.
