About this opportunity
Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for temporary per diem Licensed Practical Nurse (LPN) staffing services at the Highridge Family Center. The procurement seeks nursing support for a three-month residential treatment program serving youth ages 11-16 experiencing behavioral and emotional difficulties, with services required on an as-needed basis across three shift types: day shift (Monday-Friday, 6:00 A.M.-2:59 P.M.), afternoon shift (Monday-Friday, 3:00 P.M.-10:59 P.M.), and night shift (Monday-Friday, 11:00 P.M.-5:59 A.M.). Vendors must submit firm, fixed hourly rates for three line items using a factored rate calculation method wherein day shift rates are weighted at 0.45, night shift rates at 0.50, and weekend/holiday rates at 0.05, with the total factored rate determining award. The County will award the contract to the lowest responsive and responsible vendor on an all-or-none total factored rate basis. The RFQ submission deadline is March 11, 2022, at 4:00 P.M. Palm Beach County local time. The successful vendor will receive an initial twelve-month term contract with the option to renew for four additional twelve-month periods, subject to mutual written agreement and annual appropriations. Qualifying vendors must be licensed as a Home Health Agency or Nurse Registry by the State of Florida, possess valid Florida LPN licenses for all assigned personnel, complete Level Two background checks, and maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Professional Liability or Errors & Omissions coverage of at least $1,000,000 per occurrence and $2,000,000 aggregate, and Workers' Compensation in accordance with Florida Statute Chapter 440.
Palm Beach County applies Small/Minority/Women Business Enterprise (S/M/WBE) program requirements and Local Preference provisions that allow up to 5% preference for vendors with permanent places of business in Palm Beach County or the Glades. All vendors must register in the County's Vendor Self Service system, and those utilizing subcontractors must ensure all subcontractors are similarly registered. No incumbent vendors or current contractors are identified in the solicitation materials. The anticipated contract value is $20,000 over the initial twelve-month term, though the County reserves the right to increase or decrease this amount based on actual requirements. Pricing must remain firm for the initial and any subsequent renewal terms. The contract may be terminated for convenience by the County with five days' written notice.
