About this opportunity
The City of Greensboro is requesting qualifications from contractors capable of providing nuisance abatement, property cleanup, securing, and related services on an as-needed basis throughout Greensboro, with proposals due September 15, 2026 at 2:00 p.m. EST. The City intends to award contracts to up to twenty qualified contractors; an award does not guarantee a minimum number of work orders or contract value.
Scope includes mowing and vegetative growth removal, trash and debris collection, tree removal, appliance and tire disposal, swimming pool water removal, graffiti removal, boarding and securing of structures, and other exterior abatement work in support of Code Compliance Division enforcement. The City will distribute assignments through written work orders with varying response-time requirements: routine assignments require acceptance or rejection within 24 hours with 48-hour completion deadlines; urgent assignments require acknowledgment within 2 hours and mobilization within 24 hours; emergency securing requires immediate acknowledgment and mobilization within 4 hours. Contractors must submit pricing on City-established fee schedules covering all labor, equipment, materials, disposal, permits, and overhead costs unless expressly stated otherwise in the work order. The City reserves the right to conduct separate competitive quote processes for assignments exceeding $5,000 in contractor compensation.
Evaluation will score experience (35 points), qualifications including staffing and equipment capacity (45 points), references (15 points), and local preference policy compliance (5 points). Contractors must be actively registered with the North Carolina Secretary of State, provide certificates of insurance with required endorsements, and meet all licensing and safety requirements.
The anticipated contract term is three years, running November 1, 2026 through October 31, 2029. Questions are due August 31, 2026. Existing nuisance abatement contractors are not automatically renewed and must submit complete responses to this RFQ to be considered for continued work.
