SECTION 2

SCOPE OF WORK

2.1 Purpose

The City of Greensboro invites qualification responses from contractors capable of providing nuisance abatement, property cleanup, securing, and related services on an as-needed basis for properties throughout Greensboro. Services support Code Compliance enforcement when responsible parties do not complete required corrective work.

The City may award contracts to up to twenty (20) qualified contractors to maintain sufficient capacity, equipment, geographic coverage, and response capability. An award does not guarantee a minimum number of work orders or a minimum contract value.

2.2 Code Compliance Division

The Code Compliance Division investigates property conditions, issues notices and orders, coordinates authorized corrective work, and documents abatement costs. Contractors shall perform only work specifically authorized by the City and shall not independently determine whether a property requires abatement.

2.3 Contract term

The anticipated initial contract term is three (3) years. Any extension, renewal, or change to the term must be approved in writing in accordance with the final contract and City requirements.

2.4 Contract structure

● Work will be assigned through written scopes of work, work orders, or other City-approved authorization.

● The City may distribute assignments based on availability, response time, service category, equipment, location, workload, past performance, or specialized capability.

● Existing nuisance abatement contractors are not automatically renewed. Current contractors must submit a complete response to this RFQ to be considered for continued work.

● The City may obtain separate quotes for unusual, high-risk, or nonstandard work and may use City forces or other contracts when appropriate.

2.5 General requirements

The Contractor shall furnish all labor, supervision, tools, equipment, vehicles, fuel, materials, safety devices, transportation, loading, hauling, disposal, permits, fees, and incidentals required for each authorized assignment, unless the work order expressly states otherwise.

2.6 Service categories

Mowing and vegetative growth removal: Mow, cut, trim, collect, and remove grass, weeds, vines, brush, and other vegetative growth. Work may include dense growth, fallen limbs, mixed debris, limited access, fencing, steep terrain, or conditions requiring heavy-duty mowing equipment.

Trash, debris, limbs, and brush: Collect, load, haul, and legally dispose of loose trash, household debris, construction or demolition debris, limbs, vines, and brush. Quantities will generally be measured by cubic yard.

Tree removal: Cut, remove, load, haul, and dispose of trees authorized by the City. Tree measurement and payment shall follow the Tree Removal Services Price List in Appendix E.

Appliances and tires: Remove and legally dispose of appliances and tires identified in the work order.

Disposal documentation shall be provided when requested.

Swimming pool water removal: Drain above-ground swimming pools within the size ranges listed in the pricing sheet and leave the area in a safe condition.

Graffiti removal: Remove graffiti from unpainted brick by approved power-washing methods, or cover graffiti on painted surfaces with self-priming exterior acrylic paint that matches the existing surface, as directed by the inspector.

Boarding and securing: Secure residential and commercial doors, windows, oversized openings, and unsafe areas using City-approved materials and methods. Appendix C contains the required boarding and securing standards.

Other exterior abatement: Remove or relocate authorized obstructions, including basketball goals located in streets or public rights-of-way, and perform other site-specific abatement expressly stated in the work order.

2.7 Excluded or separately quoted work

● Hazardous materials, asbestos, biohazards, chemicals, contaminated soil, or regulated waste not identified in the work order.

● Demolition of structures or other work not expressly authorized by the City.

●Work requiring cranes, specialty engineering, utility relocation, environmental remediation, or unusual traffic control unless specifically authorized.

●Any condition outside the established fee schedules that the City designates for a written, inspector-approved quote.

The Contractor shall stop work and contact the assigned inspector immediately if an unknown hazard or materially different site condition is discovered. Extra costs shall not be incurred without written authorization.

2.8 Measurement and payment standards

● Mowing will be measured in 0.10-acre increments unless the work order states another basis.

● Debris, limbs, brush, and similar materials will be measured in cubic yards. Cubic yards = length × width × average height or depth ÷ 27, using feet for each dimension.

●When material is chipped or mulched, and the work order authorizes weight-based measurement, payment will be based on verified weight documentation.

● Tree diameter will be measured as stated in the Tree Removal Services Price List or as otherwise specified by the inspector.

● Percentage adjustments apply only to the related mowing charge and require inspector documentation and approval.

● Final payment will be based on accepted before-and-after photographs, the assigned inspector's verified quantities and calculations, and the applicable contract rate. The City may require field measurements, load tickets, weight tickets, or disposal receipts.

2.9 Work-order process

1. The City issues a written assignment identifying the property, authorized services, estimated quantities, completion deadline, and not-to-exceed amount when applicable.

2. The Contractor accepts or rejects the assignment within the required response period and reports any access issue, hazard, quantity concern, or pricing discrepancy before beginning work.

3. The Contractor performs only the authorized work. Any change in quantity, price, or scope requires written approval from the assigned inspector or contract administrator before the additional work begins.

4. After completion, the Contractor submits required photographs, measurements, receipts, and an itemized invoice after City inspection or acceptance.

5. The Contractor is responsible for required project permits, applicable fees, disposal fees, landfill charges, and supporting receipts unless the work order states otherwise.

2.10 Response and completion standards

Assignment type Required response Routine Accept or reject within 24 hours of the assignment notice. Complete within

48 hours after acceptance unless the work order states another deadline.

Urgent Acknowledge within 2 hours and mobilize within 24 hours, or as stated in the work order.

Emergency securing Acknowledge immediately and mobilize within 4 hours when the City identifies an immediate safety or access concern.

Code Compliance Inspectors must obtain Abatement Warrants prior to the start of a scope. Once the Contractor accepts the job, they must contact the Inspector to determine when the warrant will be posted.

Once the warrant is posted, Contractors have 48 hours to complete the Scope of Work. If the Contractor is unable to complete the assigned scope within that timeframe, it is imperative to notify the Inspector immediately as a new warrant must re-written and re-issued from the magistrate.

A Contractor shall not begin work until the assignment has been formally accepted. Any discrepancy in scope or pricing must be resolved with the assigned inspector before work begins.

2.11 Work hours and delays

Work shall normally be performed Monday through Friday between 7:30 a.m. and 5:00 p.m., or as otherwise directed by the Code Compliance Division. With written supervisor approval, work may continue beyond those hours but not later than 5:00 p.m. The Contractor is responsible for all costs associated with work performed outside the normal schedule. Delays caused by weather, access, utilities, law-enforcement activity, disposal-facility closures, or other conditions outside the Contractor's control shall be reported promptly.

2.12 Site protection and safety

● Protect residents, pedestrians, workers, adjoining property, utilities, vehicles, structures, landscaping designated to remain, and public rights-of-way.

● Use appropriate barricades, cones, warning signs, personal protective equipment, spotters, and traffic controls.

●Verify the property and authorized work area before beginning. The Contractor is responsible for work performed outside the authorized area.

●Do not block streets, sidewalks, driveways, fire lanes, or emergency access unless the City has approved the closure or control plan.

● Repair, at the Contractor's expense, damage caused by the Contractor, its employees, subcontractors, vehicles, or equipment.

2.13 Disposal and cleanup

● Transport and dispose of waste only at lawful facilities that accept the material.

●Do not dump, bury, burn, relocate, or leave collected material on another property unless the City gives written direction and the action is lawful.

● Collect loose material from streets, sidewalks, driveways, and adjoining areas affected by the work.

● Do not take any property for personal use or to be sold as scrap to receive any compensation. All items removed from the property of an abatement must be properly disposed of.

● Leave the property in a safe and orderly condition after each visit.

2.14 Documentation

●Before photographs showing the overall site and each condition to be corrected.

●After photographs taken from comparable viewpoints.

● Measurements and quantity calculations when actual quantities differ from the work-order estimate.

● Disposal receipts, weight tickets, load tickets, or landfill documentation when required.

●A written explanation of any incomplete item, access issue, hazard, or requested change.

2.15 Correction of deficient work

The Contractor shall correct incomplete, unsafe, damaged, or nonconforming work at no additional cost when the deficiency results from the Contractor's performance. Unless the City approves another schedule, corrective work shall begin within one (1) business day after notice and shall be completed promptly.

2.16 Competitive bidding for assignments over $5,000

Any single nuisance abatement assignment that is expected to exceed $5,000 in contractor compensation will be subject to a separate competitive quote process. All approved nuisance abatement contractors will be given an opportunity to submit a sealed quote by the deadline established by the Code Compliance Manager. The assignment will be awarded to the lowest-priced contractor determined qualified to perform that scope of work. An assignment awarded through this process will not affect the contractor's position in the regular assignment rotation.

2.17 Invoicing and final payment

The Contractor shall submit a separate or clearly itemized invoice for each work order (invoice forms can be found and downloaded in the Contractor Portal on the Code Compliance website).

The City may reject an invoice that does not match the authorized scope or lacks required documentation. Each invoice shall include:

● Contractor name and remittance address; invoice number and date.

● City scope of work order.

● Property address and date(s) of service.

● Service line, verified quantity, unit, contract rate, and extended amount.

● Approved adjustment, minimum charge, or lump-sum quote when applicable.

● Before-and-after photographs and required measurement or disposal documentation.

● Total amount due and certification that the work is complete.

Before beginning an approved assignment, the Contractor shall assess the property. If the Contractor believes the cost will exceed the approved scope, the Contractor must contact the assigned inspector and receive written authorization for revised pricing before work begins. The same requirement applies to additional work discovered during the assignment.

Invoices shall not be submitted until the authorized pricing is final. Billing invoices and digital before-and-after photographs shall be submitted through the Contractor Portal on the Code Compliance website.

Final payment will be based on accepted work, photographic proof, the assigned inspector's verified quantities and calculations, and the applicable contract prices. The City will not pay for unauthorized work, unapproved extra work, duplicate charges, or rejected services.

2.18 Subcontractors

The Contractor remains responsible for all work performed by subcontractors. Subcontractors shall meet applicable licensing, insurance, safety, and documentation requirements. A listed subcontractor may not be replaced without City approval when the contract requires approval.

2.19 Compliance with laws and City direction

The Contractor shall comply with applicable federal, state, and local laws, ordinances, safety standards, disposal rules, traffic requirements, wage obligations, and permit requirements. City inspection, direction, or acceptance does not relieve the Contractor of responsibility for safe and lawful performance.

2.20 Records and audit

The Contractor shall retain work orders, invoices, photographs, measurements, disposal receipts, and other contract records for the period stated in the final contract. Records shall be available for City review or audit upon reasonable notice.

2.21 Performance management

The City may track response time, completion time, documentation quality, quantity accuracy, invoice accuracy, property damage, safety incidents, complaints, and correction requests. Repeated performance failures may result in reduced assignments, corrective action, suspension, nonrenewal, or termination as permitted by the contract.
