About this opportunity
Murray City School District is soliciting proposals under RFP NS27-132 for an elementary and secondary special education executive functioning curriculum, with written questions due November 12, 2026 at 11:00 a.m. MST and proposals due November 19, 2026 at 11:00 a.m. MST through the U3P/Bonfire platform. The District issues this RFP directly, not through the Utah Division of Purchasing, and the award will not be posted on the state site. Bidders must contact the designated office to learn the outcome.
The curriculum serves special education teachers and related-service providers for grades K-12. It must show clear conceptual alignment with the Behavior Rating Inventory of Executive Function, Second Edition (BRIEF2), and include explicit instruction, modeling, guided practice, independent application, generalization, and progress-monitoring tools. Vendors must provide at least three references from educational clients that have implemented the proposed curriculum. The selected vendor must comply with Utah instructional-material laws, District policy, Utah State Board of Education rules, FERPA, and applicable data-privacy requirements, and must be able to conduct business in Utah. Separate technical and cost proposals are required, with the cost proposal itemizing curriculum materials, training, staff support, and any additional fees.
Evaluation totals 100 points: BRIEF2 alignment (20), suitability for individualized specially designed instruction (20), curriculum quality and developmental appropriateness (15), explicit instruction and generalization (10), progress monitoring and data utility (10), research and evidence of effectiveness (10), professional learning and implementation support (5), accessibility and technical requirements (5), and vendor qualifications and references (5). An evaluation committee of elementary and secondary curriculum directors, the Director of Special Education, and additional stakeholders will score proposals. Proposals are reviewed November 30 through December 3, 2026, and vendor selection and notification are scheduled for December 4, 2026, subject to school board approval.
The contract is one year beginning January 4, 2027, with annual renewal options for up to five years subject to appropriations. Answers and addenda were issued November 16, 2026, according to the District's summary of the RFP.
