About this opportunity

Heber City is requesting proposals for architectural and engineering consulting services to repair or replace a failed public works salt storage structure, with proposals due June 15, 2026 and questions due June 9, 2026. No pre-bid conference is scheduled.

The 2,400 square foot salt storage structure, completed in 2020, has experienced significant structural failure including wall cracking and bowing due to inadequate design for lateral loads from stored salt. Heber City seeks consultant services to evaluate whether the structure can be repaired or must be replaced, and to provide project management, architectural and engineering design, estimating and budgeting, bidding and construction administration support, and subordinate engineering services including geotechnical, structural, survey, and material testing work. The city desires an operational salt structure before the 2026–2027 winter season.

The existing structure consists of a 60-foot-wide by 40-foot-deep building with rear and side walls 20 feet tall; bottom half reinforced concrete, top half concrete masonry units; pre-fabricated wood trusses at 2 feet on center; standing seam metal roof; and 8-inch thick slab on grade with epoxy-coated rebar. Place of performance is 749 West 300 South, Heber City, Utah.

Proposals shall not exceed six pages and must include cover page, table of contents, executive summary, firm qualifications, key personnel information, scope of work and schedule, three references, and a sealed separate envelope with proposed compensation and fee schedule. Submissions require four hard copies and one PDF electronic copy. Evaluation allocates 50 points to compensation structure and fee schedule, 15 points each to key personnel and scope of work and schedule, 10 points each to firm qualifications and references. A selection committee will rank proposals on June 16, 2026, with contract award anticipated in July 2026. Oral interviews with top-ranking firms may be scheduled following written evaluation. Heber City reserves the right to negotiate fees and services with the selected firm, reject all proposals, or waive any irregularities. All proposal development costs are the sole responsibility of the submitting consultant, and all submitted proposals become the property of Heber City upon submission.
